Lead and motivate a team of designers, project managers, estimators, and subcontractors in the day-to-day management of proposal development and pre-construction activities for Progressive Design-Build, Construction Management at Risk (CMAR), Engineer Procure Construct (EPC), Construction, and Program Management projects in the Aviation & Federal markets. I support the team as part of the pre-sell and positioning, as well as oversees the development of the project proposal from inception to completion and may perform the role of Project Manager or Program Manager during early phase execution (i.e. GMP development for progressive design build or CMAR), as well as support and provide guidance to others performing these roles as required by the specific project.

Develop and maintain project schedules. Levels of schedule include baseline scheduling, Level I summary Schedules, Level II detail schedules, and Level III contract scheduling.Perform detailed schedule and earned value analysis and assess the impact(s) of design/construction changes and schedule alterations.Track and report out on project budget and committed contracts.Work with project team to establish and then maintain detailed cash flow forecastsImplement and maintain the change management processes.

Interface with management, engineering and supervision to help in determining forecast impacts to cost and schedule in a timely, accurate, and concise manner.Responsible for the organization of all project forecast changes and communicate those changes to our client by facilitating weekly/daily meetings and issuing weekly forecast reports.Perform cost estimating, analysis, and control activities, as directed.

Coordinate with construction management team to assure that plant equipment and bulk material arrive on jobsite according to the project schedule. Monitor and evaluate project budgets (BCWS) and forecasts (EAC) within a resource loaded schedule. Review monthly actual cost (ACWP) reports to ensure material costs are being charged to correctly. Assisted in project’s Defense Contract Management Agency’s EVMS validation process.Responsible for schedule maintenance and provide support to schedule/budget change authorizations when needed. Apply unit rates (cost and job hours) to quantity takeoffs provided by Field Engineering.Work with construction team to develop specific project codes of accounts.Collect and classify all construction labor and quantity data and issue the weekly/monthly performance reports.Work with project management team to keep an updated and accurate staffing forecast on a monthly basis.Process the actual costs for all labor and non-labor transactions and charges monthly.Work with teaming partners in order to load accurate charges into our cost processor. Generate and distribute various monthly reports including bi-weekly labor and non labor cost report.

Formulated and issue Purchase Orders for engineered plant equipment and construction consumables. Administered moderately complex contract changes by negotiating with subcontractor personnel and obtaining settlement.
