Management and coordination of the installation of telecommunication projects within the City and in coordination with outside partners on the Industry side:- Externally: Management and coordination of telecom 5G installation permitting effort and associated utility support by San Diego Gas & Electric. Industry partners include: Verizon, AT&T, Cox, Crown Castle, Lumen, Spectrum, Dish, and other telecommunication companies. Extent of work includes coordination of all phases of broadband deployment from the regulatory side, streamlining all phases of the permitting process including project setup, plan review, fee collection, and permit issuance, in addition to construction inspections (in coordination with E&CP. Projects include wireless and wireline projects, permitting and regulatory compliance, construction inspection, utility coordination and property management of small cell facilities (new site build and site modifications.) - Intra-departmentally: Management of approximately 60 staff members including over 45 Civil and Traffic engineers, and over 15 development project managers, plan review specialists and management and administrative staff.- Inter-departmentally: Coordination and cross-training across various departments, including Engineering & Capital Projects (E&CP), Construction Management and Field engineering (CMFE), for Resident Engineers who inspect 5G/broadband-related Right of Way projects.

A wide variety of responsibility and experience within the transportation realm of both the Engineering and Development Services departments within the City of San Marcos Provide assistance to the Public Works Director in planning and organizing the activities of the Transportation Engineering Division; prioritizes, assigns, supervises, reviews, and participates in the work of staff responsible for major and minor engineering, development, and/or construction projects including capital improvement projects, land development, traffic engineering, traffic control improvements, transportation planning, related construction management/inspection and related storm water management programs. Prepare Traffic Commission (TC) reports and studies; responds to citizen correspondence and phone calls relating to transportation and traffic matters; prepares technical reports.Serve as project manager for federally funded projects including federally funded transportation and traffic improvement projects; prepares grant funding applications and budgets; develops project scope; prepares consultant agreement and administers consultant contracts; coordinates, selects, and manages consultants; reviews plans, specifications, and estimates; coordinates project approvals; prepares and monitors project schedules. Manages and administers multiple transportation development, right-of-way, and capital construction projects; manages contracts and agreements; ensures completion of projects within budgetary, regulatory, and time constraints.Serve as project manager and City representative for multi-agency programs and projects including Caltrans, SANDAG, NCTD; develops regional procedures and makes policy recommendations to the Public Works Director and/or the Development Services Director.
