- Generated approximately $750,00 in new business to support the expansion of business and stakeholder engagement. - Served as a Principal Investigator for and Federal Motor Carrier Safety Administration (FMCSA) Office of Analysis, Research, and Technology (ART) sponsored project to develop and test safety inspection applications for assessing the operational status of automated driving systems (ADS) for commercial vehicles. - Conducted functional operational tests for six scenarios including the exchange of inspection and performance data, virtual road-side electronic screening of an ADS-equipped vehicle, and tested the ability of an ADS-equipped vehicle to identify an approaching first responder vehicle and in turn comply with a state’s Move Over law.-Served as a Principal Investigator for a University of Cincinnati Team assessing the National Commercial Driver License Program funded through an FMCSA FY2020 CDL PI grant, including designing strategy for stakeholder engagement with national associations and state agencies representing driver licensing agencies (AAMVA), law enforcement (CVSA), prosecutors (NDAA), the judiciary (NJC) and courts (NCSC) to identify program challenges and issues and develop recommended program enhancements. -Served as Principal Investigator for an FMCSA ART and the effectiveness of FMCSA's newly established Entry Level Driver Training Program in improving commercial driver performance and safety.

Developed grant proposals in collaboration with the University of Cincinnati, George Mason University, the Specialized Carrier & Rigging Association and Leidos for FMCSA grant programs. Proposals included the development of a traveler alert system for oversize/overweight permitted loads; an assessment of the current state of the national CDL program; and, a research project to assess the effectiveness of training non-CMV certified law enforcement personnel in basic CMV traffic and safety enforcement. Successfully generated approximately $1.4 million in grant awards.

Represented agencies to Maryland General Assembly, private sector trade associations, and the general public on legislative and policy issues. Duties included testifying before legislative committees, developing legislative and policy proposals, stakeholder engagement, and drafting regulations. For MDOT, served as Motor Carrier Policy Analyst.Assistant Director of Operations for the Maryland Office of Administrative Hearings (OAH). Member of management team that established agency following enactment of authorizing legislation. Co-authored regulations governing OAH Rules of Procedure and managed promulgation of all agency regulations.
