In 2010, four federal agencies (Federal Reserve, OCC, FDIC & OTS) conducted reviews of 14 mortgage servicers in response to public and regulatory concern over foreclosure processes, governance and controls. These reviews triggered the issuance of consent orders requiring mortgage servicers to seek guidance of an independent firm to address weaknesses to determine if there was any financial injury to borrowers caused by errors or misrepresentations. PwC was engaged to conduct an independent review of more than 7,500 residential foreclosure files which included homes at any stage of foreclosure between 1/1/09 and 12/31/10. The engagement consisted of ~625 PwC Staff from all LoS and across all Staff levels broken in to seven teams - Fees, Loss Mitigation, PMO, Quality Assurance, State Law, Technology, and Ownership. As a member of the Fees Team, we ensured that borrower accounts were only charged fees and/or penalties that were permissible (in accordance with State laws and loan documents) and that the frequency of fees assessed were not excessive (as defined in State laws and loan documents).
