Responsible for planning, supervising, and reviewing the activities of all personnel assigned to a major division, which may include a patrol or support function. Supervision is exercised over a large staff of sworn and/or civilian personnel primarily through subordinate supervisors. Work involves participating in the preparation of the budget by recommending personnel and capital needs for a division; directing or personally investigating citizen complaints about personnel conduct and services; commanding the Police Department, when assigned as duty Commander, by organizing and directing personnel and equipment during major events or emergencies; interacting with community organizations and representing the Police Department on various committees and boards; coordinating activities with other law enforcement agencies; and participating in various Citywide projects and/or programs. Recommends comprehensive goals and objectives and is responsible for their implementation and results achieved.

Under direction, plans, directs, supervises, assigns, reviews, and participates in the work of law enforcement staff involved in traffic and field patrol, investigations, crime prevention, community relations, and related services and activities; oversees and participates in all work activities; assumes responsibility for assigned special programs, projects, or department-wide functions or activities; coordinates activities with other agencies; and performs a variety of administrative and technical tasks relative to assigned area of responsibility.

Investigates violations of state laws concerning narcotics, dangerous drugs, or other controlled substances; makes arrests, participates in undercover operations, raids and surveillance of persons or targeted locations or where it is believed that the law is being violated; gathers and analyzes information; searches for and gathers physical or documentary evidence or clues; interviews witnesses; interrogates suspects; obtains signed statements and affidavits; prepares investigative reports and case records; presents findings in clear, logical, impartial and properly documented reports; assists prosecutors in filing charges; appears as a witness in criminal and administrative court proceedings; drafts and executes legal documents for use in criminal and administrative investigations, subpoenas for evidence, search warrants, arrest warrants and affidavits; examines physical security safeguards and accounting procedures of persons registered to manufacture, receive, hold and dispense controlled dangerous substances. Participates in in-service training; studies professional material relating to new investigative procedures and techniques; studies legal materials relating to court rulings and state and federal law; attends training sessions to acquire new skills; operates and monitors electronic surveillance equipment; operates computers and computer software.

The responsibility for performing routine police assignments that are received from police officers of superior rank. Routine patrol, preliminary investigation and traffic regulation, and investigation duties in a designated area on an assigned shift which involve an element of personal danger and acting without direct supervision and to exercise independent judgment in meeting emergencies. Receive special assignments which call upon specialized abilities and knowledge usually acquired through experience as a uniformed officer. Assist other personnel of the police department in conducting interrogations, searches, and related duties as assigned.
