Kramatorsk, Eastern Ukraine

• Assisted in the setting up and running of HALO’s mines and UXO clearance programme in Eastern Ukraine.• Managed the recruitment and training of new national staff building the programme up from scratch to 125 staff within four months.• Managed all aspects of operations including survey, clearance, data recording and reporting, finance, logistics, medical and security functions.• Provided briefings to the OSCE special monitoring mission and local and international NGO’s.• Liaised with the Ministry of Defence (MOD), Civil-Military Co-operation (CIMIC), Joint Centre for Control and Co-ordination (JCCC), United Nations Office for Co-ordination of Humanitarian Affairs (UNOCHA) and the United Nations Development Programme (UNDP).• Briefed visiting diplomats and donors both in embassies and in the field.• Represented HALO in Ukraine and reported to the HALO Ukraine Country Director.

Colombia

• Managed HALO’s mine and IED clearance programme in southeast Antioquia and initial expansion into two new departments: Meta and Tolima. • Grew the programme from $1.1 million to $3 million in annual donor contracts, including winning a $12.6 million contract over 5 years from Canada’s Department for Foreign Affairs, Trade and Development (DFATD). • Supported 200 national staff, 18 vehicles across 5 locations. Built up and sustained an excellent rapport with the National Mine Action Authority (Dirrecion para la accion integral contra minas anti-personal - DAICMA), the United Nations Mine Action service (UNMAS), donor representatives and HALO’s senior national management. • Managed security incidents, media and donor visits. • Initiated and managed a review of the programme’s survey procedures, reporting systems to DAICMA and improved clearance rates.

Nagorno Karabakh And Armenia

• Managed HALO’s mine and cluster bomb clearance programme in Nagorno Karabakh, which covers the regions of Shushi, Askeran, Martakert, Martuni, Hadrut and Kashatagh/Lachin.• Set up a new survey and mineclearance programme in Armenia, which included the training and managing of four Armenian military mine-clearance teams (the Peace Keeping Engineering Battalion or PKEB) who were working alongside HALO’s teams.• Oversaw US$2,1 million in donor contracts; supporting 175 national staff, 78 vehicles and 4 mechanical plant units.• Managed all operational aspects of the programme including the planning, deployment and quality control of survey, manual, and mechanical mineclearance teams and Explosive Ordnance Disposal teams.• Mentored and developed key national staff.• Liaised with donors, the Karabakhi government, the Armeinan government and co-ordinating bodies, including the Centre for Humanitarian Demining and Expertise (the Armenian national demining institute).• Provided advice on the mine situation and mine action to international and local NGOs and development organisations.• Oversaw programme administration including finance, logistics, manning, fleet, medical and security functions.• Prepared funding proposals and project reports.• Conducted briefings to donors, diplomats and other interested parties

Angola

• Managed the operational aspects of HALO’s mineclearance programme in Angola, covering the provinces of Benguela, Bie, Kuando Kubango, Huila, Huambo and Luanda.• Re-organised the fleet department. • Planned for and made 150 redundancies involving the closing of one location due to a funding shortfall. • Assisted the Programme Manager in all aspects of his role, supporting 800 national and expatriate staff, 80 vehicles and 10 mechanical plant units.• Managed the training, planning, deployment and quality control of survey, manual, and mechanical mineclearance teams and Explosive Ordnance Disposal and Weapons and Ammunition Disposal teams. • Mentored key national staff.• Liaised with donors, local government and co-ordinating bodies, including the Comissão Nacional Intersectorial de Desminagem e Assistência Humanitária (the national demining institute).• Provided advice on the mine situation and mine action to international and local NGOs and development organisations.• Oversaw administration including finance, logistics, manning, fleet, medical and security functions. • Prepared project and accident reports.• Conducted briefings to donors, diplomats and other interested parties; represented HALO in Angola and reported directly to the Country Director.

Georgia

• Assisted in the setting up, running and completion of HALO’s cluster bomb clearance programme in the Shida Kartli region of Georgia. • Led in the recruitment and training of new national staff building the programme up from scratch to over 300 staff within six months.• Oversaw all aspects of operations including survey, clearance, data recording and reporting, finance, logistics, medical and security functions. • Provided security briefings to the EU monitors and local and international NGO’s.• Trained and liaised with Information Management and Mine Action Programmes (iMMAP) the co-ordinating body for Cluster bomb clearance in Georgia. • Briefed visiting diplomats and donors both in embassies and in the field. • Ensured that all operations were completed in the region within a year and a half. • Oversaw and facilitated the change to mineclearance, including the retraining of all operations staff, the survey of the Soviet legacy minefields, and all aspects of clearance thereafter.• Represented HALO in Georgia and reported to the HALO Georgia Country Director.
