About Nick Fankhauser

I'm good at finding common ground when working with groups of people. In business, that means coming up with services that save money for local government and time for the people who interact with government. In the community, it means listening carefully to opposing opinions and working toward solutions we can all live with. I enjoy technology when it helps people. (And occasionally when it involves harmless pyrotechnics in the back yard.)Specialties: Negotiation, Technology

  • Doxpop, Llc
    Vp, Product Development
Doxpop, Llc Jul 2000 - Present
    Richmond, Indiana
Doxpop provides services to connect local government and courts with citizens and professionals. All of our services compete with free options. Doxpop's niche is professionals who understand that "free" means you pay with your time. The people who derive the most value from Doxpop are the people who place the highest value on their own time.Attorneys use Doxpop to E-File with Indiana Courts and keep track of developments in their cases via services that push the information they need to them instead of making them go looking for it.Other professionals and citizens who use public court and land record information may obtain it immediately through a web browser using Doxpop Public Access. In this area, our powerful search features and focussed support are how we value our customer's time.Over 7,500 users in government agencies ranging from law enforcement to child protection use the Doxpop system to make their jobs easier at no cost.Over 2,000 non-profit users and government users not qualifying for free accounts are provided access at 50% off of our commercial rates.Local property owners who are concerned about property fraud or identity theft may use Doxpop Property Watch to receive immediate alerts when a document referencing their property is filed at the county.Private sector users of Doxpop services provide all of our income, allowing us to make working with the government easier for everyone without dipping into the pockets of taxpayers. My role in Doxpop is to study our community, listen to our customers, and have good ideas... And then have the humility to discard most of those ideas. The survivors become our new services.
  • Union County Indiana Election Board
    Chairman
Union County Indiana Election Board 2004 - Dec 2013
    Liberty, Indiana.
Participation in government is an important part of being a citizen and patriot. It's like paying your taxes, but fun, because it's voluntary and each person can bring their own personal skills and interests to bear on important work for their community. The Union County Election Board is a bipartisan board charged with running fair, accurate and accessible elections. We are fortunate to have a collegial group that focuses on honoring the ballot of every voter as their first priority, with party advocacy a distant second. I was the chairman only due to political accident- In truth this is a group of equals who generally operate by consensus.I resigned this position in 2013 because I moved out of the county, but I still come back and run the tabulation equipment on election nights, because what could be more fun than hiding out in a courthouse basement and counting votes?
  • Union County Youth Soccer
    Registrar
Union County Youth Soccer Apr 2011 - Apr 2013
    Union County, Indiana
This is a volunteer position. The registrar maintains the records for our players & teams. I kept the records in order for a couple of years and then handed this job off to Sherry Tomes Martz when I ran out of time. (Kudos to all of the people who still work every week to keep our local league running!)
  • Union County Indiana Board Of Zoning Appeals
    Member
Union County Indiana Board Of Zoning Appeals Jan 2005 - Dec 2010
Appointed to serve in behalf of the town of Liberty in January 2005. This position requires listening carefully to folks who are not always able to articulate their positions clearly and making decisions to promote the common good of the community while protecting property rights of individuals. Resigned in Dec 2010 due to moving to new residence outside of the town.
  • Wayne County Government
    Director Of Information Technology
Wayne County Government Apr 1991 - Jul 2000
At Wayne County, I was specifically hired to coordinate the use of IT by departments and elected officials. However, by the end of my first year, the Commissioners moved to create an IT department and moved most of the IT funding for the entire County to the newly created department. The responsibilities of our department quickly grew to include anything with wires or buttons that confused people. That meant we did tech support for roughly 400 people, and often supported systems that we never knew existed until someone called with a problem.Accomplishments that I'm proud of from this job include:Cutting phone system costs by $400,000 in the first 6 months. (I think that's how I earned a department of my own.)Getting the County GIS system started with an interlocal agreement that involved 3 government bodies and 4 utilities, thus funding a $2.4 million project without killing any individual agency's budget.Completely revamping the PSAP (911) center, creating a stable funding stream, and setting up an interlocal operating agreement after years of neglect had left them with obsolete equipment, unsustainable funding and no clear governance structure.Dealing with Y2K gracefully enough that everyone thought the concerns had been overblown by the media. (None of the complacent folks were around when our "fire drill" of simply setting clocks ahead revealed that a neighboring county's emergency dispatch center would have dropped off the net at midnight without remediation.)Most important, when I left, I felt that my initial job of getting everything under control and organized was done, and I could hand off to my successor knowing that he had a stable foundation to build on.
  • Richmond Power & Light
    Database/Applications Developer
    Richmond Power & Light May 1987 - Apr 1991
This was my first "real" job after college, and provided a great opportunity to explore many areas of technology. Our main task was converting older systems that were primarily RPG-based to SQL. Accounting, Customer Service, and Plant Maintenance were all updated. (At a power company the "Plant" includes the outside plant such as distribution lines, poles, transformers, etc....)I started as a developer, and morphed into an Oracle DBA along the way as performance became an issue for our rapidly growing systems.Along the way, I also got the chance to warm up the soldering iron and work with several homebrew remote sensing systems that we built to support pollution monitoring and the SCADA system. A great place to start, and great co-workers!
