Leads a ten person staff and 250 person functionally matrixed team to manage all DoD - Agency support coordination by defining requirements, ensuring guidance, conducting planning, monitoring operations and execution, providing routine and special reporting, and briefing senior decision makers across the DoD, interagency, and Congress. The program is responsible for all functional, operational, and geographic areas and in all domains (land, sea, air, cyber, space); personnel, intelligence, operations, logistics, plans, communications & technical support, evaluations & exercises, training, technology development & insertion, future requirements & acquisitions . Analyzes/authors/edits MOAs/MOUs/TORs to ensure collaborative successes a ensures program(s) comply with law, directives and National policy.

Directs 850-person NATO coalition staff from nineteen nations to build a professional, capable, sustainable 8000 service member Afghan Air Force in support of US and NATO objectives. Responsible for $4.8B budget for building, organizing, training, equipping, and institutionalizing all functions to include: personnel, information, operations, logistics, plans & budgets, communications & technical support, requirements & acquisitions, exercises/evaluations & assessments, recruiting & education. Orchestrates Afghan air operations for training, maintenance, mission support and combat execution for six aircraft (A-29, Mi17, Mi35, C208, C130, MD530) to support 350,000 Afghan National Defense Forces. Facilitates in acquisition lifecycle program(s) to provide aircraft/avionics/weapons upgrades, fleet sustainment and modernization, and new procurement of AC-208 and UH-60 aircraft.
