FORD (CVN 78), the first-in-class next generation nuclear powered supercarrier, to the U.S. Navy as an ACAT ID Project Manager while managing to the congressionally mandated cost cap of $12,887M through:- Lead the development of the Major Program Manager’s Estimate at Completion through calculating costs incurred and estimating the remaining amount of manpower, material, and GFE that is required for delivery and completion;- Coordinated the development of highly visible and well-articulated briefings and responses that provides status updates to senior management (Program Executive Officers, Chief of Naval Operations (CNO), Commander, Naval Air Forces (CNAL), Commander, Fleet Forces Command, Assistant Secretary of the Navy for Research, Development and Acquisition (ASN(RDA)), the U.S. Congressional House and Senate Armed Services Committees, and the U.S. Government Accountability Office (GAO)) in order to support the program’s effort to complete the CVN 78 within the cost cap; and- Mitgated risks to the budget and schedule, such as estimating at least $10M in requirements that can be exempted from the cost cap, reviewing the contractor’s fee arrangement that resulted in reducing the bill fee rate and a pullback of $7M, developing technical analysis reports in support of negotiations that resulted in a reduction of approximately $4M from the contractor’s change order proposals, and reprioritizing/deferring remaining work to a later date to reallocate resources to critical path items while reducing the contractor’s cash burn rate.Collateral assignment also includedLead the Asian American Pacific Islander (AAPI) ERG by promoting cultural awareness and developing professional development programs to support the AAPI community in achieving their career goals, such as executing resume workshops, brown bags on ECQ development, and a command-wide speed mentoring event.

Also managed contracts and change orders for construction projects in support of the expansion of MNG. OPM-SANG is a Security Assistance Organization of the U.S. Army with the primary mission of managing the modernization effort of MNG by providing technical and contract supervisory support through functions such as organization, training, equipment, procurement, construction, maintenance, supply, administration, and medical programs. Requirements, contracts and proposals included:Heliport and MD530F Light Utility Helicopter maintenance, operations and training support for MNG;Operations and training missions for MNG in support of airfields and UH-60M Black Hawk Utility Helicopters, AH-64E Apache Attack Helicopters, and AH-6i Light Attack/Reconnaissance helicopters;Helicopter pilot and technician training programs for MNG in Australia on the Bell 206 Multipurpose Utility Helicopter platform for a total estimated value of $200M, which included cost savings of $3M by requesting a Defense Base Act Insurance waiver from the U.S. Department of Labor, which was never requested before by OPM-SANG;Construction projects for buildings, compounds, and firing ranges.
