Serves as an Acquisition Principal for the MITRE Corporation, a Federally Funded Research Development Center (not-for-profit company) with more than 9,000 employees and an annual growth of $1.9B.Provides subject matter expertise in support of MITRE's Cost, Acquisitions, and Management Solutions Center to implement innovative acquisition strategies, develop tailored acquisition models, and foster adoption of agile development practices. Advises Department of Defense Program Managers and Senior Officials on implementing the Adaptive Acquisition Framework in their Contracting approaches, Acquisition Strategies and Data Management Workflow.

U.S. Naval Operations Integrated Warfare oversees Surface, Undersea, Aviation Expeditionary and Special Warfare program integration and is responsible for Navy's investment direction in providing combat-ready Navy forces. Integrating across all warfare directorates, N9I strives to incorporate war fighting priorities, aligned to navy and DoD strategic planning guidance, within fiscal controls while providing Navy leadership with independent, critical analysis to enable optimized decision making. Individual responsibilities are:- Provides advice to senior Navy leadership on all contracting and policy issues through conducting independent analytic support of service support contract requirements to the entire OPNAV Deputy Chief of Naval Operations for Warfare Systems (N9) leadership team. - Determines specific readiness gains or losses from the presence of absence of specific items in Aviation, Maritime and Weapons Spares accounts through identifying impact and shortfalls across multiple platforms operating in many different threat environments.- Supports initiatives in the areas of Additive Manufacturing and Logistics Systems.

Serves as an Acquisition Policy Analyst for ASN(RD&A), the Service Acquisition Executive for the Department of the Navy (DoN) to ensure Defense Acquisition Programs (ACAT I-IV) are reporting program status in accordance with statute/regulations/policies, maintain currency/relevancy on DoN acquisition policies and integrate the Department of Defense Data Strategy into acquisition practices/procedures. Responsibilities include:- Reviews quarterly Defense Acquisition Executive Summaries (DAES), annual Selected Acquisition Reports (SAR) and budget submissions for accuracy and appropriateness.- Analyzes and recommends acquisition policies (e.g. technology, software, data) as it aligns with the Adaptive Acquisition Framework.- Coordinating annual program reviews and configuration steering boards with senior leadership, which may be co-chaired by the Chief of Naval Operations and ASN(RD&A), in support of milestone decisions and statutory requirements.- Represents the Deputy Assistant Secretary of the Navy for Acquisition Policy & Budget at data working groups with the DoN Chief Data Officer and the Office of the Secretary of Defense for Acquisition, Analytics & Policy (OSD(AAP)) to ensure that DoN acquisition equities are captured in data strategies and implementation plans (e.g. DoD Data Strategy, OSD Data & Analytics Strategy, DoN Data Implementation Plan) while sharing best practices and integration strategies with other military services and functional areas.- Serves as a Resource Sponsor Representative to modernize the RDA Information System (RDAIS), the DoN’s single source of truth for all defense acquisition programs information, by working with the user community to continuously translate requirements in a DevSecOps environment into modern capabilities such as enhanced user experience and integration with data environments (Jupiter/Advana) to support data transparency/analytics.

Second to the Assistant Program Manager, this position is responsible for the Refueling Complex Overhaul (RCOH) program on the USS GEORGE WASHINGTON (CVN 73) at the U.S. Navy Program Executive Office for Aircraft Carriers. A four year and $5 billion program, this effort refuels and upgrades nuclear-powered aircraft carriers for the U.S. Navy, the largest maintenance and modernization effort in the U.S. Navy fleet. Duties include:- Leading teams that supports acquisition objectives by reviewing contractor/program cost estimates and performance reports in order to assess whether critical path items is on schedule, evaluate whether technical requirements are being met with existing resources and develop budget strategies.Collateral assignments are also as follows:- Spearheading a U.S. Navy wide program commissioned by the Deputy Assistant Secretary of the Navy (DASN) for Ships that assesses whether the current industrial base and government resources can support fleet readiness and future ship construction goals in order to meet strategic defense objectives.- Conducting a study to improve organizational efficiencies and effectiveness by assessing the program’s operational procedures and effectiveness in support of the 2018 Malcolm Baldrige National Quality Award application (from the National Institute of Standards and Technology (NIST)).

Successfully delivered the USS GERALD R. FORD (CVN 78), the first-in-class next generation nuclear powered supercarrier, to the U.S. Navy as an ACAT ID Project Manager while managing to the congressionally mandated cost cap of $12,887M through:- Lead the development of the Major Program Manager’s Estimate at Completion through calculating costs incurred and estimating the remaining amount of manpower, material, and GFE that is required for delivery and completion;- Coordinated the development of highly visible and well-articulated briefings and responses that provides status updates to senior management (Program Executive Officers, Chief of Naval Operations (CNO), Commander, Naval Air Forces (CNAL), Commander, Fleet Forces Command, Assistant Secretary of the Navy for Research, Development and Acquisition (ASN(RDA)), the U.S. Congressional House and Senate Armed Services Committees, and the U.S. Government Accountability Office (GAO)) in order to support the program’s effort to complete the CVN 78 within the cost cap; and- Mitgated risks to the budget and schedule, such as estimating at least $10M in requirements that can be exempted from the cost cap, reviewing the contractor’s fee arrangement that resulted in reducing the bill fee rate and a pullback of $7M, developing technical analysis reports in support of negotiations that resulted in a reduction of approximately $4M from the contractor’s change order proposals, and reprioritizing/deferring remaining work to a later date to reallocate resources to critical path items while reducing the contractor’s cash burn rate.Collateral assignment also includedLead the Asian American Pacific Islander (AAPI) ERG by promoting cultural awareness and developing professional development programs to support the AAPI community in achieving their career goals, such as executing resume workshops, brown bags on ECQ development, and a command-wide speed mentoring event.

Served as a diplomat-adviser by analyzing, evaluating and managing requirements, contracts and proposals for a $15.7 billion foreign military sales case, the largest case in OPM-SANG, in support of the Saudi Arabia Ministry of the National Guard (MNG) newly established aviation program. Also managed contracts and change orders for construction projects in support of the expansion of MNG. OPM-SANG is a Security Assistance Organization of the U.S. Army with the primary mission of managing the modernization effort of MNG by providing technical and contract supervisory support through functions such as organization, training, equipment, procurement, construction, maintenance, supply, administration, and medical programs. Requirements, contracts and proposals included:Heliport and MD530F Light Utility Helicopter maintenance, operations and training support for MNG;Operations and training missions for MNG in support of airfields and UH-60M Black Hawk Utility Helicopters, AH-64E Apache Attack Helicopters, and AH-6i Light Attack/Reconnaissance helicopters;Helicopter pilot and technician training programs for MNG in Australia on the Bell 206 Multipurpose Utility Helicopter platform for a total estimated value of $200M, which included cost savings of $3M by requesting a Defense Base Act Insurance waiver from the U.S. Department of Labor, which was never requested before by OPM-SANG;Construction projects for buildings, compounds, and firing ranges.

Procured, analyzed, negotiated and managed supply and engineering service contracts with an aggregate value of over $1 billion for SWRMC, one of the six maintenance centers in the world and the largest and most diverse intermediate maintenance activity, which provides intermediate level maintenance support and selective maintenance training to over 100 surface ships, submarines, shore activities and other commands of the U.S. Navy Pacific Fleet.Such contracts included:Cost-reimbursable with fixed fee (CPFF) advisory and assistance services for management, professional, engineering and technical support for the United States Navy Pacific Fleet;Maintenance and modernization firm fixed price contracts (FFP) for United States Navy vessels, crafts and submarines located at Naval Base San Diego;Cost-reimbursable with award and incentive fee (CPAF/IF) contract for major ship alterations and urgent requirements through continuous and unscheduled maintenance (CM/EM) and dry/non-dry docking CNO availabilities (e.g. DPMA, SRA) for all USS AVENGER Class Mine Countermeasure Ships (MCMs).Accomplishments included:Provided over 130 hours of course instruction on effective contract management tailored to technical personnel (NAVSEA COR Training and DAU COR 222), resulting in graduating over 30 students and certifying 10 NAVSEA Enterprise Contracting Officer Representatives (COR/COTR);Received a “high-satisfactory” on a 2013 Inspector General audit for developing and implementing an improved contract management evaluation process that effectively assesses contractor performance with objective quality evidence (OQE), statistical data and other metrics;Conducted organizational level analysis by presenting findings on various contract management and performance metrics to leadership that included data analysis on different data sets from various groups and system generated reports.

Served as the primary team member for supporting domestic and international proposal efforts with an aggregate value of over $100M for Science Applications International Corporation, a multi-billion dollar international organization that is a leading technology integrator providing full lifecycle services and solutions in the technical, engineering and enterprise information technology markets. Proposal efforts included turn-key technology solutions, such as IT solutions for state governments and security systems for international organizations.Consistently achieved significant cost savings through vendor negotiations and from strategic sourcing.

Primary duties included administering government and commercial purchase orders for materials and services; and developed RFQs, performed price and cost analysis, negotiated price and terms and conditions.Also implemented an effective Goods Receipt system and training program that eliminated a substantial backlog of overdue payments to vendors and suppliers, significantly improving vendor and supplier relations.Successes and achievements from this position resulted in a promotion to an Associate Subcontracts Administrator.
