► Achieve bottom line results through executing functions relating to management of regulatory compliance for floating assets which include Oil and Gas production units, FPSOs, MODUs, and commercial vessels.► Render expert services and offer advices on regulatory compliance strategy for FPSOs for Brazilian waters.

I ensured all strategies, processes, organisations, activities were implemented to achieve compliance of FPSO CIDADE DE MARICÁ and FPSO CIDADE DE SAQUAREMA with international and Brazilian regulations, class rules, Flag requirements and IEC 60079 (for the electrical equipment installed in hazardous areas). Successively based in Monaco and the Netherlands for the engineering and construction phase, then in China and Brazil for the Construction phase. Guaranteed harmonization of approaches, tools, goals, through the management of regulatory compliance leads, and inspectors across the different execution centres and construction yards. ► Directed various functions and held accountable for the compliance of the two FPSOs with Brazilian (ANP, IBAMA-CONAMA, DPC-NORMAM, and MTE–NRs, INMETRO and International regulations (IMO, SOLAS, and MODU), as well as Flag requirements during the Engineering, Procurement, Construction and Installation phases (EPCI) of the Project - 3.7 BUSD.► Package Manager for the Classification society – competently addressing main technical issues related to Engineering, Supply Chain and Construction, as well as commercial issues related to the drawing reviews and surveys at construction and vendors’ premises► Focal point for the Flag authorities, and for the Operator and Petrobras (client) for regulatory compliance.

I have ensured compliance with international regulations, class rules, and Flag requirements during the engineering and construction phase. Proficiently administered compliance of OSX2 FPSO which comprised of the following activities. ► Defined the regulatory framework applicable to the project and competently identify the associated risks for the different phases which included engineering, procurement, construction and installation.► Synchronised team at construction site for confirming completion of the work for compliance with NR-13 (Pressure Vessels). Interacted with class for guaranteeing issuance of the class and statutory certificates required for sailaway of the FPSO.► Directed package engineers and package managers for ensuring compliance of the different packages of the FPSO (Vessel, Topside, and Turret). Supported engineering in the implementation of the associated design solutions.► Assessed the potential non-compliances with the regulatory requirements through surveys and issue associated punch lists.

I was in charge of research and management activities for several European Funded Research Projects. Gained knowledge on human factors for the maritime and offshore industries. I developed guidelines and tools for integrating human factors in ship design. Persuasively verified and develop methodologies for the collision risk assessment of offshore assets. I established guidance for the verification of subsea production installations.► Advised the French maritime administration on human element issues at the International Maritime Organisation (IMO)'s human element working group.► Designed risk-based methodologies for Maritime and offshore application, like risk-based approval schemes.► Executed quantitative risk assessments for merchant vessels and offshore installations.
