Manager of SOWACCESS (“Société Wallonne d'Acquisition et de Cession d'Entreprises”) (8 persons), a subsidiary of the SOWALFIN Group. SOWACCESS is the reference government agency for business transfer issues for the Walloon region. In the context of this job : General Secretary of TRANSEO, the first EU association dedicated to the transfer (sales/acquisition) of SMEs : network of academic, private, semi-public experts exchanging good practices & facilitation of cross-border transfers.

- Luxembourg (December 2015 - June 2016) : Assessment of ADA, NGO of 45 employees specialised in supporting microfinance institutions in developing countries, chief of mission in consortium with 2HKL for Luxembourg Government. - Nicaragua and Panama (February 2016) : Reviewing mission of REDCAMIF in the context of ADA assessment.- Burkina Faso (January 2016) : Reviewing mission of RCPB in the context of ADA assessment.- Burkina Faso (March 2014): Technical assistance for implementation of strategic development plan of ASMADE, a Burkinabe NGO specialised in micro insurance schemes . - Burkina Faso (March 2010): Review of microfinance component under the “Programme d'Appui du Développement de l'Agriculture du Burkina Faso” for Oxford Policy Management Ltd.- Palestine and Lebanon (February 2008): Identification mission for Belgian Ministry of Development Cooperation to design an action plan to support microfinance industry in a post crisis context .- Sinaia, Romania, (June 2007): Training seminar to advise the Romanian Authorities to implement a national counter-guarantee scheme.- Burundi (February 2007): Monitoring mission of the UCODE rural microbank network, for Belgian NGO “Louvain Développement”.- Tallinn, Estonia, (April 2006): Training session to the Estonian Governmental guarantee fund. - Burundi (February 2006): Assessment of the rural microbank network of UCODE for “Louvain Développement”.- RDC – South Kivu (August 2005): Assessment of a microfinance project for poor rural populations in the North of Bukavu.- Togo (February 2003): Institutional auditing of WAGES, MFI located in Lomé. The mission was ordered by Alterfin, - Burkina Faso (February 2003): technical assistance to an integrated pilot project which combined health micro-insurance,microfinance and community mobilisation in the fight against HIV/AIDS, financed by ILO.- Vietnam (September 2002): Assessment of a rural bank network in the three central provinces.

Head of Sustainable Development Policies Department (10 persons). Notable achievements of the team I led include:- Implementation of the “Green Job Pact” (Alliance Emploi Environnement), a regional policy programme that aims to improve the environment through economic opportunity and employment creation in the building sector (1 billion €)- Development and implementation the first regional Walloon sustainable development strategy- Follow-up of the industrial policies of the Walloon Government: steel industry, metallurgy, agrofood business and arms industry- Negotiation of the new socio-economic plan of the Walloon Government, “Horizon 2022”.- Implementation of various policies to promote transition and green economy development: action plan to promote local economy, organisation of the First Interdisciplinary Symposium on Sustainable Development in Wallonia, etc.

The Walloon Company of Financing and Guarantee for SME, SOWALFIN Ltd, was created by the Walloon Government to help to create and develop SME in the Walloon Region supporting them with financial products such as guarantee, subordinated loans and equity. SOWALFIN’s budget exceeds one billion euros.My job consisted in:- Manager of the subsidiary SOCAMUT (4 persons) in charge of the financing of micro-enterprises with specific financial products (guarantees for microcredits, subordinated loans, etc.).- Design and implementation of a SME transfer platform.- Design and implementation of an integrated financing system for SMEs.- Design of new financial products in relation with SME needs, especially at early stage of development. - Coordination of the partnership with the International Finance Corporation, IFC (member of the World Bank Group) to manage a technical assistance Trust Fund for developing countries.- Conference speaker and panellist in various financial forums in Belgium and abroad.

Based in Ouagadougou, I was coordinator of the microfinance operations for Western Africa (11 employees). My job consisted in: making sure the approach within the organisation was consistent, working on connections with international donors and other agencies specialised in microfinance (AFCAP, ILO, ADB, SIDI, etc.), performing institutional audits, feasibility studies, account audits, financial monitoring, rating, setting-up and follow-up of Guarantee funds, linkage with banking sector, computerisation. Many missions in the sub-region: Niger, Mali, Senegal, and Zimbabwe.

Project Manager at a NGO in Luxembourg (ADA, Appui au Développement Autonome) specialised in the support of microfinance institutions in developing countries, and more specifically in the implementation, follow-up and evaluation of Guarantee funds for the benefit of those institutions. Various missions in Mali, Burkina Faso, Peru, Bolivia and Ecuador.

I was research coordinator in the Rural Economy Unit (Faculty of Agronomy) at the University of Louvain (U.C.L.). I was employed as a coordinator for a co-operation project between the European Union and the Ministry of Agriculture of Chile. This project consisted in establishing a statistic and economic information system based on the European fresh fruit market in order to better organise the procedures of the Chilean producers and exporters. This work led to the creation of the CAMEF (Cellule d’Analyse des Marchés Européens des Fruits), the Analysis Unit of the European Fruit Markets.
