Provide assistance to and act in concert with executive leadership of the Health Systems Division to manage the full range of mental health, substance use disorder and problem gambling treatment services for adults in Oregon. Additionally oversee problem gambling prevention services in the community and through out the state of Oregon for children, youth, adults and older adults.Provide direct leadership for a 20+ member team of behavioral health subject matter experts. Execute strategic purchasing of healthcare services through managed care organizations, units of local government, tribal nations, and direct care providers. Administer 100+ contracts and oversee the programmatic management of the contracting process for resources totaling over $200 million. Serve as executive sponsor for strategic behavioral health initiatives. Manage and cultivate professional relationships with leaders in public and private sectors. Oversee evaluation and continual improvement of core processes. Responsible for presenting explanations and justifications for additional resource requests to executive leadership, including the Director of OHA, the Governor’s office, legislators or other high level officials in order to obtain approval of required resources to implement the division’s programs and policies. Position assigns work, develops work procedures consistent with agency policy, establishes work schedules, and monitors work performed by problem gambling staff in order to meet established goals, objectives and target dates. Performs related duties such as conducting staff meetings, preparing written instructions for work assignments, resolving disputes and preparing narrative and statistical reports. • Managed mid-county, then North Portland clinics. Services provided include adult and child and family outpatient addictions and mental health treatment, outreach to homeless and at-risk youth, workforce re-integration therapy, supported classrooms, and wrap-around services for adults with severe and persistent mental illness.• Implemented hiring, supervision and training practices to ensure that all staff were dually certified in addictions and mental health treatment.• Oversaw budgets for clinical programs, including contracts with partner agencies, state, county, and schools.• Developed positive relationships both within the agency and with community partners.
