Supports the Procurement Services Activity Unit, of the Federal Bureau of Investigations. Responsible for the Cradle to Grave activities of over $380M in contracts (Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF), Cost Plus Award Fee (CPAF), Time and Materials (T&M) and Labor Hour (LH), Cooperative Agreements, Grants and Memorandum of Agreements. Works with Program Offices to develop Contract Requirement Packages (CRPs) which include Performance Work Statements, (PWS) Statement of Word (SOW), Statement of Objectives (SOO), Justifications and Approvals (J&As), Acquisition Plans, Acquisition Strategies, Market Research Reports and Commerciality Determinations, Service Acquisition Strategies, Source Selection Plans, Negotiation positions, Milestones, Contract Data Requirement Lists (CDRL) and Un-definitized Contract Actions (UCAs). Properly processes and documents novation agreements and assignment of claims, prepares documents for protest responses and processes terminations. Prepares Contract Award Documents, Solicitations (Request of Proposals (RFP) Request for Quote (RFQ), Amendments and Modifications. Publishes Request for Information (RFIs) on General Service Administration (GSA), NASA Solutions for Enterprise-Wide Procurement (SEWP) and Beta SAM as well as Intent to Sole Source. Works intimately with the Small Business Advocate to ensure the organizations Social Economic Goals are met. Reviews contract documents to ensure the Federal Acquisition Regulation, all Statues and Policies are followed.

Supervises 50 Government Civilian personnel and 15 Contractors. Serves as a senior adviser to the Executive Director on policies, strategic plans and actions with oversight of Resource Management, Business Practices, Human Capital Management, Logistics, Facilities Management and IT.• Oversaw the completion of all the Human Resource & Logistical transactions necessary to stand up the new Modernization Directorate at Army Contracting Command- Redstone Arsenal.• Manages five different funding categories for a total annual budget of $106.9M; Maintains 26 facilities and responsible for the IT infrastructure of each. Resulting in the execution of 28 Source Selection Evaluation Boards (SSEBs) awarding $50B in contracts.

Served as the associate professor of contracting for the Army Logistic University (ALU) - Huntsville campus serving as the primarily instructor of the Army Acquisition Intermediate Contracting Course (AAICC) (CON 270 & 290). Additionally responsible for instructing the Army Acquisition Foundation Course (AAFC) (CON 90,121, 124, & 127). Developed, planned, coordinated, and taught graduate-level education programs preparing over 300 field and company-grade officers NCO's and DOD civilians for managerial and advisory contracting positions. Provided critical pre-deployment instruction to personnel selected to support Operation Enduring Freedom and Operation Iraqi Freedom.
