This unit monitors the internal quality of operational, administrative and financial responsibilities throughout British Columbia and the Yukon Territories by focusing on high-risk activities and ultimately supporting governance and accountability throughout the RCMP in accordance with the Government of Canada Management Accountability Framework. Specifically responsible for conducting Management Reviews and Directed Reviews at detachment, headquarters and district levels; selection of subject matter experts throughout the Province to form review teams; supervisory oversight of review teams; travel logistics; compiling reports outlining findings and recommendations in order to improve the effectiveness and efficiency of unit operations for distribution to Unit Commanders, District Officers and the Commanding Officer of British Columbia; tracking recommendations to ensure compliance standards; developing and maintaining Unit Level Quality Assurance Review Guides for British Columbia; policy research; developing and maintaining Standard Operation Procedures Manual for the Unit.

Specialists within the Behavioural Sciences Group apply a variety of analytical techniques and case linkage methodologies to interpret and understand criminal behaviour. As the Group Commander, I had operational and administrative supervisory oversight over 37 employees including Regular RCMP Members, Public Service Employees and a BC Sherriff’s secondment working in Violent Crime Linkage Analysis System (ViCLAS), Integrated Sexual Predator Intelligence Network (ISPIN), National Sex Offender Registry, Criminal Profiling, Geographic Profiling, Threat Assessment Units, the Behavioral Psychologist and the High Risk Offender Coordinator. Duties also included conflict management, staffing, liaison with Headquarters policy centers for the various units and quality control of products produced by various subject matter experts.

Responsible for managing, controlling, supervising and organizing investigative file material relating to 18 potential unsolved homicides (including 5 missing persons cases where foul play was suspected) in Northern British Columbia.

Responsible for the roll out and maintenance of the Sex Offender Registry in British Columbia; provided input from an RCMP perspective relative to database requirements; presented various service delivery models to Provincial Government representatives; involved in the hiring process of Central Registry staff; supervisory responsibility for the Central Registry staff; development of training material (CD and accompanying manual) for field investigators; provided training and ongoing legislative updates to Sex Offender Registry coordinators throughout the Province The ultimate goal of the registry is to assisted police in investigating crimes of a sexual nature by providing rapid access to current vital information about convicted sex offenders who are registered on the National Sex Offender Registry.

Through the examination of victimology, offender characteristics and offence behaviour, linked violent predatory serial crimes likely committed by a common offender and provided this information to investigators in the field for further action.

Responsible for providing client services and managing operating budgets in British Columbia.

Investigated numerous crimes of interpersonal violence including homicides, sexual assaults, robberies and abductions.
