This position function as a Program Manager in the Contact Trace Force within DC Health. The primary purpose of this position is to manage a team of investigators and contact tracers; and providing guidance and assistance with the operations and logistics for training and on-boarding of teams under the direction of the epidemiology team and Human Resources. This position supports DC Health’s critical operation to contain the spread of the novel coronavirus 2019 in the District of Columbia and prevent hospitalization and death. This will be achieved through rapid and robust case identification, case investigation and contact tracing, and safe isolation and quarantine for all District residents.

Public Health professionals focused on applying principles of computer and information science to the advancement of life sciences research, health professions education, public health, and care (e.g., informatics, clinical informatics, public health informatics). This includes using expertise in developing informatics strategy, developing technical and business requirements, implementation management, semantics and harmonization, scientific computing, data visualization, electronic epidemiology, computational science, and specific data type expertise. Program lead for the District of Columbia’s syndromic surveillance systems which utilizes numerous non-traditional data sources including emergency department chief complaints, poison control center calls, over-the-counter medication sales, and school absenteeism; Support public health programmatic areas, including the State Epidemiologist, during disease outbreaks and other public health emergency responses; Conducts disease surveillance on a daily basis using the Electronic Surveillance System for the Early Notification of Community-based Epidemics (ESSENCE) and BIOSENSE; Responsible for operating and maintaining the syndromic surveillance program in the District of Columbia, including managing data quality and expanding the program to incorporate new data sources; Assist in the design, implementation, and use of government resource information repositories, databases, decision support tools, strategies, processes, procedures and reports to ensure accurate health-related reporting and management oversight in support of program initiatives; Serve at the Point of Contact (POC) for hospitals and programmatic teams for HL7, Meaningful Use and syndromic surveillance issues, Participate in daily biosurveillance practice of reportable and infectious diseases; Collaborate with other experts in the field to develop practical, concrete products and tools for Syndromic surveillance, including panel discussions on natural disaster surveillance, the OneHealth initiative, Meaningful Use of electronic health data; utilization of open-source products and Data Validation tools and processes; Creates, maintains, and conducts Quality Assurance/Quality Control (QA/QC) of data sets Syndromic surveillance data sets including, ESSENCE, BIOSENSE and the National Electronic Disease Surveillance System (NEDSS).
