About Nicole Manger

Visionary and creative innovator, coalition builder and leader of various global AI and digital transformation initiatives with more than 8 years of international experience at the intersection of technology, diplomacy and sustainable development with a trajectory leading cross-functional, international teams. My mission is to enable human agency, inclusion and democratic participation in the digital future. In my current role with the Federal Foreign Office of Germany, I drive efforts for global AI governance and digital cooperation, coordinating intergovernmental processes and advising senior leadership on transformative technology and industry trends and related governance processes. Before, I served as Team Lead for global data science partnerships and programs at the crisis early warning unit PREVIEW, putting data-driven, evidence-based decision-making to work for sustaining peace, climate action, and the SDGs.I combine strategy and political big picture thinking with hands-on, technological expertise and an entrepreneurial mindset. I am a strong believer in multi-stakeholder action and local innovations. To this end, I launched and led global fundraising and digital transformation campaigns with the UN, such as the now 30+ Mio. UN Complex Risk Analytics Fund CRAF’d supporting high quality, open-source data and analytics for targeted crisis prevention, the Ministerial Conference “Sustaining Peace Amidst the Climate Crisis: The Role of Data, Science, and Technology”, the Data Innovation Lab of the FFO and advancing efforts for a global GovTech presence in Berlin. As a regular speaker at international conferences, I love to engage with cross-regional, interdisciplinary experts.Before joining the Federal Foreign Office, I worked in various functions in diplomacy, security and foreign policy analysis and sustainable development with the US State Department, the Munich Security Conference, the German Agency for Development Cooperation, as well as research institutes at the University of California at Berkeley, the University of Texas at Austin and the University of Göttingen. Trained in international relations and law, my regional experience spans across North America, Europe, Africa and Asia.     At PREVIEW, the German Federal Foreign Office's Crisis Early Warning Unit, I led our policy strategy and multilateral engagement on data & technology, as well as institutional capacity building for data-driven / evidence-based foreign policy with a passion for organizational change and innovation in the public sector. As such, I initiated and helped to enable public-private partnerships and multi-stakeholder ecosystems. In this context, I initiated the Chief Data Scientist's "Data Innovation Lab" in collaboration with GovTech-Campus in Berlin. Its goal is to connect the technology-oriented start-ups and private sector, academia and the public sector to solve real-world use-cases from Foreign & Security Policy. Previously, I collaborated with the UN, US DoS and NLD MFA on initiating CRAF'd - the Complex Risk Analytics Fund and lead the German outreach and engagement with CRAFd's 100+ partners (states, IOs and regional organizations). This multilateral flagship data initiative will scale investments in better data and analytics for better Early Warning and Anticipatory Action in crisis settings. Based on these investments, we will enable an ecosystem of publicly accessible data, analytics instruments and stakeholders - rooted in joint principles and quality standards. A special focus of my work also lies on organizing large-scale policy campaigns. In this context, I managed the Ministerial PREVIEW Conference "Sustaining Peace Amidst the Climate Crisis: the Potential of Data, Technology and Innovation" -, co-hosted by US Department of State (www.preview-conference-berlin.com) and relevant engagements at UNGA and COP.
