Provide strategic vision, planning, and leadership to the day-to-day human resource operation plans. Provide human capital guidance and advice to various internal departments, while remaining keen in strategic advisement, consulting, and support by analyzing, recommending, and implementing solutions for HR policies and processes.Additional Duties Include: • Leverage proven expertise to ensure policies, procedures, and practices are in full compliance with applicable laws/regulations for all staff. • Ensure staff life cycle processes of recruiting, contracting, on/off-boarding, development and performance management, staff relations, and payroll, benefits management are executed accurately and effectively.• Implement risk management procedures and policies in compliance with Standard Operating Procedures (SOPs). • Advise leadership on strategic organizational design and staff needs, identify trends across business groups, and proactively propose and lead programs to address these trends. • Improve HRIS system capabilities and maintain SOPs, driving informed decision-making by using data to support people and culture functions and ensuring all data reporting is accurate and timely.• Serve as the direct contact to multiple clinical programs, averaging more than 250 union and non-union employees. • Perform all functions of HR including worker’s compensation, FMLA administration, labor laws (FLSA, DOL, ADAAA, EEO, NLRA), benefits administration, employee relations and audit preparation. • Provide guidance and coaching to management for employee relation concerns, interpretation of the collective bargaining agreement and insight of past practices.

• Provide expert advice and professional support for job seekers utilizing on-line center and program resources, assisting customers in developing professional electronic resumes, assisting with application completion and conducting on-line job or resume searches. • Conduct various workshops to assist job seekers with employment preparation. • Demonstrate effective use of all center resources, assisting with the development. of quality resumes on the Michigan Talent Bank and providing technical assistance in utilizing the various on-line job banks, career development sites, tutorials and office equipment.

• Assist job seekers by assessing their education, work history, interests and career goals to develop a workable employability plan. • Conduct job search workshops that provide information on topics such as resume writing, interviewing techniques and computers skills. • Assist employers with their recruitment and hiring needs by analyzing and providing local labor market information. • Review on-line job orders. • Coordinate job fairs and other recruitment events. • Provide advice on employment laws and regulations, tax information, veteran’s preference and other employment issues. • Assist job seekers in the computer lab by aiding with various functions of the computer or guidance through Internet sites for job searches and applications.
