The working title for this position is Regional Housing Coordinator, region 1 for Oregon Housing Opportunities in Partnership. In this position staff work with people living with HIV and their families to find and maintain safe and affordable housing as allowed by the U.S. Department of Housing and Urban Development's applicable housing program regulations, policy and procedure, the Ryan White Treatment Modernization Act of 2006 and the State of Oregon statutes, rules, and program policy. Staff travel across the region to assess client eligibility, complete housing inspections to assess for safety, and participate in community planning and capacity building. Other duties include maintaining documentation in various databases, collaborating with community partners regarding client care, writing the housing stability plan, ensuring all necessary documentation from landlords is received, assisting with policy revision and creation within the program, and assisting with creating program forms. This position has been assigned a specialty in equity, Spanish speaking clients, and special populations within our program. This position requires the use of Spanish and English to complete assigned duties.

Case management for adults with developmental disabilities (customers). This includes providing employer/ employee technical assistance, assisting customers with accessing benefits from a wide array of systems, assisting customers with finding services offered by Medicaid to meet their needs, writing Individual Support plans for customers with person centered planning techniques, managing client's support services, and authorizing time sheets and invoices for payment of services provided. This position requires documenting client interactions in multiple databases, cultural competency and humility, referencing the Oregon Administrative Rule frequently as well as the brokerage Expenditure Guidelines created by the State of Oregon. In this position specifically, it required Spanish language ability as I worked with primarily Spanish speaking clients. I also provided case management to Deaf clients using American Sign Language. In this role I served on the Service Equity Committee for Case Management Entities in 2018.

Permanent planning for children. Observe home conditions and assess problems and needs of families where children have been removed from their home. Develop permanent placement plans for children in substitute care. Prepare service agreements outlining conduct and involvement expected of parents for children to return home. Provide direct counseling, refer parents to professionals or arrange services with other agencies or community resources. Make regular home visits to assess client progress and adherence to service plans. Decide whether to replace the child in home or pursue other permanent placements. Refer cases to terminate parental rights when warranted. Record client activities and prepare court reports and summaries for termination of parental rights and other Court proceedings. Testify at court hearings. Requires the following skills: Basic knowledge of behavior management techniques. Basic knowledge of early childhood development and family dynamics. Basic knowledge of family counseling techniques. Basic knowledge of human emotional and behavioral disorders and how they impact family relationships. Basic knowledge of conflict resolution and crisis intervention techniques. Basic knowledge of community resources useful in providing service to children and families. Skill in interviewing to gather data needed to assess needs of individuals and families. Skill in providing counseling to clients. Skill in preparing written case narratives and reports. Skill in developing appropriate service plans for clients. Skill in communicating on a one-to-one basis and in groups to provide information, advice, and give assistance. Skill in conducting social service assessments. Skill in interpreting and applying laws, rules, and guidelines. Skill in working with volunteers and community agencies. Skill in setting goals and organizing and prioritizing work. Skill in communicating with angry, disturbed, and aggressive clients. Skill in training parenting skills.
