He has a Masters Degree in Public Administration (M.P.A.) from Barry University, a Bachelor of Science (B.S.) degree in Fire & Emergency Services Administration from St Thomas University, an A.S. degree in Emergency Medical Services Management from Palm Beach State College, and an A.S. degree in Fire Science from Palm Beach State College. Nigel was a participant in the US Fire Administration's (USFA) 4 year Executive Fire Officer Program (EFO) & is also an approved adjunct instructor for the Emergency Management Institute (EMI). Nigel is a member of the Southeast Florida Region 7 Type III All Hazards Incident Management Team (SE FL Type III AHIMT) presently serving as the Team Coordinator and one of the Incident Commanders. Nigel has attained all required National Incident Management System (NIMS) training through FEMA/USFA/DHS as an All Hazards/ICS trainer/instructor. He has served as a Command & General Staff member for the Florida Forest Service Type II Interagency Incident Management Blue Team for the past 19 years & currently serves as one of the Planning Section Chief’s on the Blue Team.Nigel is a Florida state certified firefighter, paramedic, fire instructor III (FCDICE approved provider) & fire safety inspector. Nigel served as a District Chief from 1997 to 2012 responsible for the Village of Wellington, Royal Palm Beach, Loxahatchee Groves, & the Indian trails Improvement District (2006-2012); Boynton Beach, Delray Beach areas (2001-2006); & served as the Palm Beach County Fire-Rescue (PBCFR) Public Information Officer, Communications Center Chief & PBCFR Staffing Officer (1996-2001). Nigel also served as the District Vice President (DVP) for the IAFF Palm Beach County Professional Firefighters and Paramedics Local 2928 (2010-2012). Nigel has also functioned as the Division Chief of Emergency Management and Homeland Security, PBC EOC- Emergency Services Branch Director (ESF4, 9, 10, 16), and the PBC F/R Liaison for the Southeast Regional Fusion Center.Providing IMTs and Strike Teams for: Covid-19 testing, vaccination, safety, long term care & nursing home facilities, vaccination PODS, migrant farmworkers.
