I am SLR Consulting’s New Zealand Technical Discipline Manager - Planning and support the management of 60 planning and policy consultants across the country.I have been engaged in the field of resource and environmental planning for over 27 years', and I am a highly skilled planner, process manager and expert witness.I have a broad level of experience in both public and private sector planning roles and has a detailed understanding of the political and corporate processes that can underpin complex environmental projects. Central And South Area Team Manager, London Borough Of Hillingdon
In this role, Nigel was responsible for managing a multidisciplinary team of town planners, urban design and highways engineer professionals. The Central and South Team is tasked with assessing all aviation related development works associated with Heathrow Airport which is sited to the south of the borough including the redevelopment of Heathrow Terminals, and all of the ancillary development that supports the ongoing functioning of the world’s largest International airport. In this management role, Nigel was responsible for reporting all major application development works to the Central and South Planning Committee, for which Nigel was tasked with presenting each agenda in a public forum and delivering all applications in a professional manner. Due to the numbers of planning applications received by the Council; in excess of 3,000 planning applications over the 2007/2008 year, Nigel was also tasked with managing the performance of external consultants who are contracted to deal with a large proportion of minor house holder applications.
Principal Planner – Major Applications Team, London Borough Of Hillingdon
Within this role, Nigel was involved with the processing of a variety of large scale major applications including:• The redevelopment of the RAF West Ruislip site comprising 410 dwelling units, and a 80 bed C2 use class care home on a former Ministry of Defence site;• The redevelopment of Stockley Park Phase 3 for a mixed use scheme comprising a 10 storey 500 unit hotel, 5 storey data centre and office park development (comprising over 50,000sq.m of office floor space);• 17 storey tower block comprising a mixed use residential led development located in central Uxbridge (sited next to a conservation area);• Outline planning approval for 14,000 sq. metre office development located within Hyde Park, Hayes;• A number of major applications involving Green Belt developments;Nigel presented evidence as an expert witness at a number of planning appeal inquiries and informal hearings associated with the Major Applications appeal case load.
Principal Resource Management
Within this role, Nigel specialised in providing consultancy advice with respect to preparation of consents and environmental impact assessments for the following range of projects:• mixed use developments, incorporating residential, commercial, and light industrial developments; • large scale tourism related developments ie ; • Green field urban residential expansion; • High density residential development; • Housing affordability;• Master planning sensitive rural housing and land use development within some of New Zealand’s most sensitive landscape settings; ie project managing the planning application for the Hillend Station, Wanaka through both the Council planning process and the subsequent Environment Court appeal proceedings. Nigel was tasked with project managing inputs from a multidisciplinary team; advising on appropriate strategies for delivering each development through plan change or individual planning consent processes. Key responsibilities related to managing inputs from a range of project professionals including urban designers, landscape architects, architects, transportation planners etc, as well as liaising with Council officers and politicians within respective local and regional authorities.

Nigel was employed as a Senior Planner for a period of three years with Civic Corporation Limited a resource management and regulatory consultancy company contracted to the Queenstown Lakes District Council (QLDC).In this role, Nigel was responsible for the processing and assessment of a wide range of planning applications and the preparation of expert planning evidence for appeals on a variety of projects which included:The following provides an overview of some of the more notable projects Nigel was responsible for case managing through the Planning Application process in Queenstown:• Master planning Greenfield subdivisions such the early stages of the Lakes Hayes Estates development and Butel Park in Arrowtown; • Heritage conservation in Arrowtown and the sensitive Gibbstown Valley, including developments such as the Postmasters Restaurant; • Rural residential lifestyle subdivision on the flats surrounding the Wakatipu Basin and bordering Lake Wakatipu, including Alpine Retreat Rural Lifestyle development, and consideration of expansion of Millbrook Resort zone; • Commercial development within the Queenstown Town Centre, including the Ngai Tahu Post Office Precinct Development.• Flood mitigation associated with the lowering of Lake Wakatipu and the extraction of river gravels on the Shotover Delta.• Tourism development including the AJ Hackett Base Jump building in the Gibbston Valley and planning considerations associated with jet boat operations by various adventure tourism companies.• Redevelopment works associated with Queenstown Airport;• Marina development at Walter Peak Station;• Extensive experience dealing with Telecommunications applications, including the siting of new base stations and masts on Outstanding Natural Landscapes within and around both Queenstown and Wanaka.In this role, Nigel also assisted in staff management, peer review of planning reports and provided technical support to the Planning Manager.
Development Control Planner
Nigel was employed as a Senior Development Control Planner for a period of three years and was involved with the administration of the Combined Proposed Gisborne Regional and Land District Plan based in Gisborne and gained experience dealing with regional and district resource management planning issues while working for this Unitary Authority. The role involved a diverse range of projects including coastal subdivision, involving coastal erosion issues, and development that impacted directly on sensitive archaeological areas of cultural importance to local Iwi.
