About Nigel Evans

I am an independent Policy, Strategy, Research and Evaluation Consultant who has developed a public and private sector career based on sector development, policy, strategy, foreign direct investment (FDI), strategic engagement, integrated and direct marketing, location promotion, regeneration, government and economic development. In September 2016 I founded a business where, as Company Director, I have utilised my skills in project management, marketing, human resources, financial management, bid writing, branding, social media and business development to develop five new income streams and improve turnover by 90% in its first 3 years. In February 2021 I founded Gower Consilium Research in order to undertake work on economic development and education policy, strategy and engagement. Due to my experience working across sectors in Wales I am also able to build influential relationships and partnerships with stakeholders from across government, industry and academia and provide strategic insight to maximise impact.I have considerable experience of team leadership, appropriate goal setting and staff development: • I researched and wrote the 2021 Senedd election manifesto priorities and public affairs engagement plan for the Institute of Physics (IoP) Wales, a learned society, charity and professional body.• I headed the WG Life Sciences Strategy team and researched and wrote the Welsh Life Sciences Strategy – considered to be the best of the 8 Welsh sector strategies – and, as a consequence, was directly involved in the creation of the Welsh Life Sciences Hub and £100m Life Sciences Fund.• I have researched and written a comprehensive background and Strategic Plan for the Welsh port industry.• I have created a FDI framework, lead generation database and direct marketing plan for the Food Sector.• I have created the boundaries for the regeneration areas in South West Wales, which still forms the basis of regeneration policy in Wales. • I have headed many teams of various sizes, some of which have been recognised for being at the forefront in Wales, and indeed the UK, for providing innovative and accurate information and research. • I headed an IRD team which was ranked 8th out of over 100 DAs in a global benchmarking exercise.• I have developed a significant amount of internal and external communications materials to promote projects and Welsh sectors.• I have become adept at establishing partnerships and strategic engagements with a huge variety of organisations throughout my career including academia, industry and the public sector.

    Following the success of the Welsh Life Sciences Strategy I joined the Business Wales Special Projects Team as Senior Research and Strategy Manager where I undertook several different projects. These included:• NHS Engagement - I was asked to consider how the NHS in Wales could become a core proposition to economic development and how it could deliver Life Sciences and Healthcare inward investment and support Wales based businesses to grow. • Development Bank for Wales / Access to Finance - I was tasked with developing the strategic intelligence function of the Private Sector Funding team for the potential creation of a new Development Bank for Wales. This was subsequently launched in October 2017.• Port Industry - I was asked to assess the economic potential and capability of the Welsh port industry, and to determine a way forward on a micro and macro level.• Food Sector – To help the Welsh Government Food Sector gain parity with the six original Welsh Government sectors on strategy and research, assess viability for open innovation and to develop its FDI research and direct marketing plans.Achievements• I single-handedly researched and wrote a comprehensive background and strategic plan for the Welsh port industry.• I produced a development plan and a £1bn list of potential Welsh port projects. • I developed a food industry framework for Foreign Direct Investment research and direct marketing as well as creating a lead generation database of 500 companies.• Following analysis of survey activity relating to The True Taste of Wales awards, I proposed its discontinuation and change in policy.• I developed relationships with the main providers of data and intelligence, including the UK Government Departments and British Business Bank, and wrote a comparative analysis of International Government Loan Guarantees.
