Responsible for the overall direction, implementation and monitoring of the Houston Area Women’s Center’s organization-wide data management and reporting, government grant compliance, continuous quality improvement and risk management.

As the Chief Operations Officer I am responsible for the planning and directing the daily operations of the organization with a focus on improving organization efficiency and effectiveness. Articulating and implementing the strategic vision of AFH to service needs of populations affected by or at risk for HIV; overseeing and evaluating effectiveness of program portfolio and related services. Worked with CEO to establish the Continuous Quality Improvement committee and workgroups to ensure monitoring and evaluation of client satisfaction and housing safety, risk management, compliance, stakeholder satisfaction, data analysis, and data reporting. Analyze programs and devise strategies for generating new and increased program revenue opportunities; Develop business models that capitalize on service line revenue such as 340B savings and third-party billing. Refine services to increase outcomes and maximize contact reimbursements; Utilizing quantitative and qualitative metrics, evaluate the efficacy of existing programs and services.Helping to promote and secure funding through resource stewardship using a variety of methods including government and philanthropic support; over $12.6M in capital fundraising secured.Led the restructuring of multiple departments and programs to increase operational effectiveness, leverage overall capability, increase service delivery and set agency up for success.

Primarily responsible and accountable for supervising staff and strategically positioning the Department budget of $4.5 million yearly and team of 45+ employees to effectively meet emerging consumer needs in the context of a fluctuating funding climate, changing funding priorities, and an emerging service delivery environment. Promoted in 2014 to direct restructure of three departments and 14 programs into one department to increase internal collaborations and service delivery; oversee vision and direction of programs.Wrote federal and state grants and assisted with writing proposals to private foundations and pharmaceutical foundations to secure funding for needed programs, initiatives and services.Effectively uses change management skills to address needs of the agency and consumers.Oversees the development and monitoring of departmental and programmatic budgets.

Leading a team of 12 to strategically position the Prevention Services Department ($1M budget) to continue reaching thousands of individuals through HIV/STD screening, counseling, interventions, education, and continue to secure funding for needed initiatives and services; over $2.5M raised.Monitoring program goals, objectives, and outcomes as well as contractual compliance with funders; working closely with other managers and agency leaders to provide high-impact prevention programs.Successfully engaged and incorporated ten AIDS Service Organizations, Houston Health Department and local businesses in the implementation of “Hip Hop for HIV Awareness” testing activities, reaching over 55,000 individuals over 7 years. Achieved 100% funding retention during a turbulent period within the agency, safeguarding and managing appropriate communication, mitigation planning and trust-building with funders. Led the writing and secured the first Centers for Disease Control (CDC) Prevention grant with the support of the Board President, leading to additional capital funding for programs.

Coordinating outreach activities and events focused on prevention, education and support services for hundreds individuals at risk for HIV, AIDS and STDs; directly supervising the work of staff and volunteers to actively engage, connect and service the needs of the community. Developed and executed on the sustainability plan for the “Wall Talk Peer Education Program” an outreach program to develop peer educators who can provide education on HIV/AIDS and STDs.Successfully initiated the first HIV rapid testing program for the agency, complete with community awareness, outreach, education and a marketing strategy for communication. Lead Trainer - Facilitated and delivered training on a variety of topics; Healthy Relationships, Popular Opinion Leader, VOICES/VOCES, and Focus on Youth with IMPACT (CDC Certified Master Trainer)Coordinated monthly education, recruitment and outreach activities with diverse venuesResponsible for managing an operational budget to drive success of programs

Responsible for promoting, maintaining and improving individual and community health by educating populations on healthy behaviors to prevent the spread of HIV and other STDs; reached over 1000 individuals with health discussions in schools, communities, and at events throughout the Houston area.Collaborating with internal (AFH) and external teams to ascertain community health needs, determine availability of services and develop goals to address education and service gaps.Preparing and disseminating educational materials, as well as prophylactics while providing on-site HIV/STD prevention education and contraception.Creating educational materials including handouts, presentations and didactic tools to reinforce the program messages and educational subject matter.
