CDDMASS –A Strategy Center for Development and Disaster Management Support Services is a Not for Profit entity registered under India Company Act 25. The genesis of CDDMASS coincides with the end of India Disaster Management Support Project (DMSP) a bi-lateral initiative of Government of India and USAID. Some of the key professionals associated with DMSP namely Mr. N M Prusty, Mr. Bhaskar Barua and Mr. C Balaji Singh, along with a few other sector specialists came together and established CDDMASS to provide qualitative technical support and strategic management input in the social development and humanitarian sectors with the vision of “To see different pillars of society harnessing their potential to help communities overcome challenges to lead a life with dignity”The organization is extending its support to different national and international agencies on following themes: Organisation Development and Human Resource Management (OD &HRM). Development Program Design and Management (DPD&M), Technology and Innovation (T&I). Disaster Risk Reduction and Emergency Management (DRR&EM). Sphere Project is a broad-based global consultation in the humanitarian community. It culminated into developing a Handbook on Humanitarian Charter and Minimum Standards in Disaster Response, which is a guiding force for humanitarian action at all levels. Sphere Project promotes adoption of humanitarian standards, known as ‘Sphere standards’, which are the fundamental rights of the victims of humanitarian crises. Mr. Prusty was associated with the development of “Sphere Standard” Handbook in 2003-04 as one of the focal points and now, a member of the Core Group for the 2009-10 revision as well.

Sphere India is a national coalition of humanitarian agencies in India. Its members include key nodal agencies of the Government of India, U.N., INGOs, NGO Networks and National NGOs. The coalition is aimed to promote quality and accountability in humanitarian action, through rights based approach. Sphere India facilitates inter agency coordination, training and capacity building, information & knowledge management, and common advocacy through a collaborative process. Mr. Prusty was involved in conceptualizing a collaborative disaster response mechanism known as URS (Unified Response Strategy), being piloted by Sphere India.

This is a senior management level position in the country office mandated to oversee the entire spectrum of Disaster Management activities and be responsible for the total project cycle management. Mr. Prusty was the Chairman of the India Head quarters Emergency Action Team (i-HEAT) for CARE India that acts as the Crisis Management Group for CARE in India. He was also a member of the A-CERT, CARE International’s emergency response team. In this capacity he handled, Orissa Super Cyclone Response Program, Gujarat Earthquake Response initiative, Gujarat Harmony Project 2002, India Drought Response Program, India Tsunami Response initiative and Kashmir earthquake response project.

The position involved in overseeing the multi-donor supported multi-sectoral disaster response, reconstruction and rehabilitation initiatives focusing on Orissa super cyclone, Gujarat earthquake and South India Tsunami. A Community managed housing project through Building Material and Services Bank (BMSB) approach was implemented in post cyclone Orissa. This won the WORLD-HABITAT award in 2002 being adjudged as one of the global best practices. The Orissa reconstruction project included 1400 core houses in 100 villages for the most vulnerable and marginalized families in the post cyclone Orissa, 5000 housing units in 29 villages in the post earthquake Gujarat, 1000 retrofitted houses in post conflict Gujarat, more than 100 multipurpose community infrastructure like schools and health centers, to name a few.

Responsible for efficient management of USD 80 Million worth annual commodity resource received through the importation of some 160,000 MT of grain and oil through over some 200 shipments in 4 major ports of India for the Integrated Nutrition and Health Program in seven states, 125 districts, 900 blocks and over 110,000 villages of India. Mr. Prusty was instrumental in bringing strategic changes in the areas of cost efficiency in commodity logistics, institutionalization of inter-organization multi-player program management systems, process re-designing for responsive Supply Chain Management for the India program, which was recognized as a Global Benchmark.

This is a primarily a commodity monetization program of Canadian International development Agency and the Canadian Food Grain Bank to generate resource for their health sector programs in India being implemented through UNICEF, GOI and selected NGOs. It involved monitoring and advising on Monetization of Vegetable Oil and conducting a vegetable oil sector analysis.

As Chief Executive of this Market leader public limited mineral based bulk chemical manufacturing company, managed it as an independent profit center and also managed the Regional Operation of the other group companies, to setup the International Business Division, identify/implement new project/expansion & diversification plans.Expanded the Customer base by 30%, Business volume by 45%, Profitability by over 50%, Exports to 12% of the company business. Strategized innovations in fund raising & management, both in-bound as well as out-bound logistics for about 100,000 MT of commodity handled annually contributed significantly to the profitability. Established a sustainable organization management control system and structure. Worked on Strategic Alliance with other market leader organizations including MNCs.

As Managing Director of an Agri-Business MNC (Multi location manufacturing and international trading operation) mainly dealt with Vegetable Oil, feed ingredients, cocoa, cashew, ginger, fatty acid, copra and other oilseeds. Introduced small producers networking, strategic alliance through synergetic linkage with competitors, barter trade, third country trade, offshore processing etc. Brought in several innovations in strategizing the sourcing, procurement, processing, movement and marketing of over 200,000 MT of commodity annually.Evaluated several privatization proposals. Influenced the industry-government dialogue on agri sector development through debt conversion. Implemented two major projects viz – 200 TPD Solvent Extraction plant, and 120 TPD physical refineries.Sponsored several primary agro-processing units in the raw material hinterland by producers/first generation entrepreneurs with formal linkage with our major secondary/tertiary processing complexes in the urban consumption centers that provided substantial leverage for value addition as well as business volume.Steered the organization building & development from a green field stage to a Market leader position not only in Nigeria but also in the West African subcontinent within a span of 3 years.

As Team Leader (Director) for the high profile MIO (Market Intervention operation) on oil seeds and vegetable oil – a global scale commodity management program aimed at price stabilization, market restructuring, linking effectively the production area with consumption centers, imports/exports management etc. using open market operating principles. Involved in the conceptualization, strategy design, govt. approval, fund sourcing and finally setting up of the organization structure, launching and steering the operation successfully in the formative years under the leadership and guidance of Dr. V.Kurien, Chairman NDDB, and the 1989 World Food Prize Winner. Managed this giant operation involving an annual working capital portfolio over Rupees 10,000 million and commodity mix over one million MT. The MIO as a concept and strategy to minimize the market distortion (that used to adversely affect small producers and consumers) was developed and got adopted as a policy by the Govt. of India.Possibly for the first time there were coastal movements of vegetable oil in bulk on a strategy to rationalize demand supply situation. An important highlight is the creation of a computer modem based information networking system linking the major geographic locations/storage points/ports/market centers so that commodity procurement and movement could be monitored on a daily basis from a small locations like Anand and high volume/value decisions on buying/ selling/holding/moving could be taken in a pro-active manner. Another key outcome is the capacity building of the Indian packaging sector to be able to provide food products in cost effective small packs in very large quantities through out the year across the country.

Team leader (Deputy Director) for the 300 Mln. US dollar National scale Oilseeds and Vegetable Oil project OGCP (Oilseeds growers cooperative project) – a multi location, multi oil crop, farmer owned/managed production, processing and marketing, project implemented under the aegis of the National Dairy Development Board, Anand, India in eight states of India. Joined NDDB as the Team Leader for Project Appraisal & Finance portfolio and subsequently moved on to management oversight of the entire OGCP. Undertook programme strategy design, commodity monetization, grant management, Techno-Economic/Financial project appraisal, monitoring of project implementation. Involved in the Strategic governance through Board level participation in the State/Regional level (some ten) projects organizations each having annual business volume between 30-100,000 MT of commodity valuing some 600-2000 million rupees each. Also responsible for coordination and negotiation with State/Federal Governments., National/International financing agencies, Donor organizations (USAID, CIDA), and Managed a high budget Technical Assistance programmes as a part of OGCP.An active member of the national Technology Mission (TMO) set up by the Govt. of India to institutionalize convergence of all developmental, strategic as well as private sector initiatives to stimulate production/productivity in the oilseeds and vegetable oil sector – a unique thrust program. Successfully influenced govt. policies through strategic policy analysis of both Inter and Intra-sectoral scenarios. A few examples were introduction of an appropriate Import Management process, launching of OTP (oil seeds thrust program), seed village concepts, decentralized seed certification etc.

Team Leader (Senior consultant) for the Project Management Consultancy Group in GITCO - Gujarat Industrial Technical Consultancy Organization (a subsidiary of the National Development Financing Institutions led by ICICI). Involved in product & project identification, planning, market research, techno-economic analysis/appraisal, project financial analysis, loan syndication, financing portfolio design, manpower selection, sick units revival strategy planning etc. Participated in several special sectoral studies and policy studies for the State Govt., Public institutions, national DFIs, the World Bank and corporate bodies. Involved in a large number of entrepreneurship development initiatives. Handled over 100 SME projects.A few highlights of my work during this tenure are :• World Bank - TAF sponsored study for developing a strategic framework for the development of Electronics Industry in Gujarat. • Conceptualization and turnkey implementation of Mini Industrial Estate with common facility centre as the part of the state policy on promoting dispersed industrial growth.• Conceptual and setting up of a manufacturing facility for Electro-mechanical components manned by physically handicapped mainly blind.

As Team Member involved in credit planning, project financial appraisal, lending policy drafting, project financing and monitoring of private sector investments with the third largest commercial banking institution of India – The Punjab National Bank.Was an acknowledged resource person as a Trainer in Project Appraisal and Working Capital Management

As Asst. Director (Tech. Officer) with Ministry of Industry, Govt. of India project, responsible for Rural Industries and Rural Artisan programmes in Kalahandi, a tribal intensive location. Involved in project identification, grants management, planning and sponsoring small and medium size projects to the financial institution/banks (mostly private sector SME Projects), planning and setting up of Functional industrial Estate for SMEs.One noteworthy innovative project handled was to promote setting up of a Tribal Co-operative for procurement, production and marketing of Shellac. It could start the business with exports.

As Team Member of a project development group in a state level Industrial Development Corporation involved in various projects development /management activities for medium and large projects mostly in the state sector with a few joint sector projects.

Involved in marketing of engineering spares for the six months in a small marketing organization and for the rest in Industrial engineering activities with a medium size Rubberized Coir product-manufacturing unit.
