It culminated into developing a Handbook on Humanitarian Charter and Minimum Standards in Disaster Response, which is a guiding force for humanitarian action at all levels. Sphere Project promotes adoption of humanitarian standards, known as ‘Sphere standards’, which are the fundamental rights of the victims of humanitarian crises. Mr. Prusty was associated with the development of “Sphere Standard” Handbook in 2003-04 as one of the focal points and now, a member of the Core Group for the 2009-10 revision as well.

Director Emergency & RehabilitationCare India Mar 2002 - Oct 2005This is a senior management level position in the country office mandated to oversee the entire spectrum of Disaster Management activities and be responsible for the total project cycle management. Mr. Prusty was the Chairman of the India Head quarters Emergency Action Team (i-HEAT) for CARE India that acts as the Crisis Management Group for CARE in India. He was also a member of the A-CERT, CARE International’s emergency response team. In this capacity he handled, Orissa Super Cyclone Response Program, Gujarat Earthquake Response initiative, Gujarat Harmony Project 2002, India Drought Response Program, India Tsunami Response initiative and Kashmir earthquake response project. -

A Community managed housing project through Building Material and Services Bank (BMSB) approach was implemented in post cyclone Orissa. This won the WORLD-HABITAT award in 2002 being adjudged as one of the global best practices. The Orissa reconstruction project included 1400 core houses in 100 villages for the most vulnerable and marginalized families in the post cyclone Orissa, 5000 housing units in 29 villages in the post earthquake Gujarat, 1000 retrofitted houses in post conflict Gujarat, more than 100 multipurpose community infrastructure like schools and health centers, to name a few. -

Team Leader - DirectorNational Dairy Development Board Sep 1987 - Nov 1989As Team Leader (Director) for the high profile MIO (Market Intervention operation) on oil seeds and vegetable oil – a global scale commodity management program aimed at price stabilization, market restructuring, linking effectively the production area with consumption centers, imports/exports management etc. using open market operating principles. Involved in the conceptualization, strategy design, govt. approval, fund sourcing and finally setting up of the organization structure, launching and steering the operation successfully in the formative years under the leadership and guidance of Dr. V.Kurien, Chairman NDDB, and the 1989 World Food Prize Winner. Managed this giant operation involving an annual working capital portfolio over Rupees 10,000 million and commodity mix over one million MT. The MIO as a concept and strategy to minimize the market distortion (that used to adversely affect small producers and consumers) was developed and got adopted as a policy by the Govt. of India.Possibly for the first time there were coastal movements of vegetable oil in bulk on a strategy to rationalize demand supply situation. An important highlight is the creation of a computer modem based information networking system linking the major geographic locations/storage points/ports/market centers so that commodity procurement and movement could be monitored on a daily basis from a small locations like Anand and high volume/value decisions on buying/ selling/holding/moving could be taken in a pro-active manner. Another key outcome is the capacity building of the Indian packaging sector to be able to provide food products in cost effective small packs in very large quantities through out the year across the country. -

US dollar National scale Oilseeds and Vegetable Oil project OGCP (Oilseeds growers cooperative project) – a multi location, multi oil crop, farmer owned/managed production, processing and marketing, project implemented under the aegis of the National Dairy Development Board, Anand, India in eight states of India. Joined NDDB as the Team Leader for Project Appraisal & Finance portfolio and subsequently moved on to management oversight of the entire OGCP. Undertook programme strategy design, commodity monetization, grant management, Techno-Economic/Financial project appraisal, monitoring of project implementation. Involved in the Strategic governance through Board level participation in the State/Regional level (some ten) projects organizations each having annual business volume between 30-100,000 MT of commodity valuing some 600-2000 million rupees each. Also responsible for coordination and negotiation with State/Federal Governments., National/International financing agencies, Donor organizations (USAID, CIDA), and Managed a high budget Technical Assistance programmes as a part of OGCP.An active member of the national Technology Mission (TMO) set up by the Govt. of India to institutionalize convergence of all developmental, strategic as well as private sector initiatives to stimulate production/productivity in the oilseeds and vegetable oil sector – a unique thrust program. Successfully influenced govt. policies through strategic policy analysis of both Inter and Intra-sectoral scenarios. A few examples were introduction of an appropriate Import Management process, launching of OTP (oil seeds thrust program), seed village concepts, decentralized seed certification etc. -
