As a member of Summit's Legal Team, I help manage legal, policy, compliance, and regulatory affairs. Among the teams I presently assist are: Summit Learning Program, Finance, Human Resources, and Governance.

Counseled cities, counties, school districts, community college districts, special districts, joint powers authorities, nonprofit public benefit corporations and underwriters as a Managing Associate in the Public Finance department. Served as bond counsel, disclosure counsel and underwriters’ counsel in connection with numerous tax-exempt and federally taxable financings throughout the State of California. Focus included transactions structured as general obligation bonds, lease revenue bonds, certificates of participation, revenue bonds, tax and revenue anticipation notes and bond anticipation notes and various other short-term and long term obligations.

Participated in a variety of financings including general obligation bonds, tax and revenue anticipation notes, certificates of participation, lease revenue bonds, water and wastewater financings, education financings, pooled financings and conduit financings for 501(c)(3) borrowers. Participated in a variety of financings as Bond Counsel and Disclosure Counsel on transactions for various governmental entities in the State of California. Served as Underwriter’s Counsel to various major investment banking firms in connection with a variety of financings for local agencies in the State of California.

Drafted memoranda recommending levels of discipline for ethical breaches. Assisted investigators and litigators in matters relating to attorney misconduct and settlements. Reviewed and analyzed documentary evidence for investigations involving landlord-tenant relationships, business contracts, Proposition 65, the Americans with Disabilities Act, and the Fair Employment and Housing Act.

Reviewed briefs and drafted a bench memorandum recommending denial of an appeal based on a recent change in sentencing procedures. Analyzed a petition for writ of mandate stemming from sustained demurrers in a landlord-tenant dispute. Evaluated a habeas corpus petition and presented findings to a panel of justices and writ attorneys.

Drafted an appellate brief analyzing and affirming the legality of Oakland’s change to a strong-mayor form of governance. Recommended findings for the City Attorney’s Ballot Analysis regarding the validity of a voter initiative concerning drug policy. Prepared an internal guide relating to land use procedures, including purchases and conveyances. Outlined and summarized arguments for a Deputy City Attorney in connection with a police officer’s allegations of wrongful termination.

Assisted a certificate program in education assessment at the University of Maryland. Reviewed and edited course content and recruitment materials for state testing officials. Edited and clarified internet content for the United States Department of Education regarding textual explanations of statistics.

Disseminated information describing innovative strategies to increase youth participation in local policy making to municipalities. Co-authored a resource guide on youth engagement in local government. Authored several newspaper articles on education, technology, and community service.
