Manage that Contractor is providing all QS documents (quantity measure in hard and soft copy) in accordance with the contract and BAPCO contract administration policy and procedures in a fully auditable way. Agree and validate measure of installed quantities with contractor in full accordance to the contractual method of measurement; preparing progress valuations of the ongoing activities and validating contractor’s invoices, including variation orders for final site management approval. Preparing Tender, variation order and any other estimation the project may need for supply of service and materials. Assisting with contracts matters and reviewing, if requested, any correspondence from/to external parties. Validate any claims and/or requests for compensation, preparing BAPCO’s position and recommending ways forward. Administer the monthly reports and statistics of the contractors. Liaise with Cost Team, Planning Team and Contracting & Procurement Team.

Started working as Senior Q.S last June 2014. Responsibilities: Review and validate monthly BOQ submitted by ANM contractor in a timely manner against IFC drawings issued. Review and validate MTO’s submitted by ANM contractor against Master BOQ prior to preparation of their draft invoice in a monthly basis. Validate draft monthly invoice against agreed quantities on MTO and mark up drawings installed and submitted by ANM contractor. Verify the unit rate as per contract and specifications. Validate final monthly invoice based on agreed quantities and unit price shown on draft invoice from contractor. Conduct actual site inspection to confirm the quantities installed prior to approval of contractor’s final invoice. Perform estimating works in various disciplines (Civil, Structural, Electrical, Mechanical and Systems Operation) to support estimating unit as required. Prepare Cost / Earned Value reports and submit to the client using Prediction + system. Administer the ANM contractor in their monthly cost report.

Validate the outcome of processes that Contractor have in place for reporting progress of the full insulation scope. Improve upon the incumbent processes where necessary to meet Project needs. Perform regular site-based spot checks of the measured progress for comparison against the Contractor reported figures. Monitor and report on sub-contractor resource allocation. Review sub-contractor’s draft monthly invoice prior to submission of final invoice. Validate sub-contractor’s submitted final monthly invoice based on agreed quantities and unit rates from draft invoice. Liaise with Insulation Team, Cost Team, Planning Team and Contracting & Procurement Team.

Attend kick off meeting prior to commence project and discuss progress procedures, measurement, reporting and other relevant activities for invoicing. Responsible for quantity take off on re-measurable items for Structural, Piping, Mechanical and Electrical works. Conduct actual site measurements for items to be invoiced. Coordinate with fabrication supervisors and QA/QC personnel for actual construction progress of work. Prepare detailed cost estimate including labor, materials and equipment for site instructions and variation orders. Prepare data base / work sheets inclusive of progress steps relevant to weekly progress report. Conduct site inspection on a weekly basis prior to submit progress accomplishment report. Prepare contract close out but not limited to re-measured quantities based from as-built drawings.

Prepare work sheet analysis and segregate category of work involved in the project proposal. Evaluate quotations obtained from different suppliers & subcontractors, ensure quantities and specifications are in line with tender and projects specifications. Submit a consolidated (BOQ) Bill of Quantity in the format required by the client. Assist in preparing cost estimate for different phases of the project, advice the project management on possible cost over runs and on the action necessary to remain within the approved project budget. Coordinate closely with the project team to ensure that measurements, variations and contractual matters are properly recorded and notified. Perform material take offs prior to the purchase requisitions for the projects and report any irregularities or discrepancies to the project management. Initiate contractual correspondence and attend meetings as required by the contract manager and project manager to ensure that company’s interests are protected always. Perform and implement all post contract duties including but not limited to measurements, preparation of variations orders, analysis of site design changes, interim valuation certificates, final accounts and evaluation reports. Maintain proper records of agreed measurement-oriented/Item rate variation with the client’s authorized representative and ensure compliance with such rates. Examine, control and evaluate sub-contractors invoices and ensure the contractual obligations are satisfied and advice the project management on payments of the same. Assist in collaboration with the Project Accountant and the Cost Control Engineer in collecting the data to prepare financial reports and cash flow forecasts and financial and contractual matters related to work on site. Ensure the use of computer-aided programs for the preparation of contract documents.

Responsible for evaluation and monitoring construction progress for lump sum and re-measurable items in all Gas Gatherings and Booster Stations involved in the Project. Review and validate MTO’s submitted by EPC contractor against Master BOQ prior to preparation of their draft invoice in a monthly basis. Prepare bill of quantities and cost estimate of proposed projects for tender as required by the client (K. O. C.). Conduct actual site joint measurement with EPC personnel concerning service unit rate items for piping and civil works including variation order. Monitoring actual project cost for comparative cost analysis with scheduled project estimate. Evaluate monthly invoice from K. O. C. EPC Contractors.

Responsible for preparation of complete bid package inclusive of detailed cost estimates, materials quantity take off, manpower and equipment cost. Coordinate with the design and drafting department concerning the material specification and design drawings for construction implementation. Assist the Aramco project engineer for site supervision and office documentation. Types of projects involve are Recreation facilities, Industrial facilities, Building and Aviation facilities.

Responsible for review and evaluate EPC (Engineering, Procurement and Construction) contractor’s monthly invoice. Evaluate contractor’s weekly and monthly progress report. Responsible for budget control concerning contractor’s billing and projects monthly expenses. Prepare cost estimate for contract variation inclusive of material quantity take off, manpower and equipment cost. Coordinate with the planning engineer concerning plan scheduled activities to anticipate the amount of in-coming monthly invoice from the contractor (for Projects Budget Control).

Prepare cost estimate for wellheads, flow lines, remote headers, trunk lines, sub – manifold and main manifold for Service Order / Unit Rates Contract. Responsible for the construction progress monitoring, preparation of daily, weekly and monthly progress report. Consolidate quantities of potential items for monthly invoice. Prepare cost estimate for contract variation inclusive of material quantity take off, manpower and equipment cost. Assist the project engineer for site supervision and office documentation. Prepare detailed cost estimates for horizontal and vertical structures such as buildings, roads, swimming pools, pipelines, gas stations, running track, gymnasium, warehouse, demolition and renovation of offices and modular homes. Prepare budget cost estimates for 5 years maintenance plan. Prepare scope of work and material specification for the project. Prepare cost estimate bid package for General Service Order Contract, Short Form Contract, Work Unit Rate and Lump Sum Contract.
