Norbert is the Australian Flexible Pavement Association's National Sustainability Director and Executive Director (VIC/TAS). Norbert is responsible for all aspects of member relationship management, stakeholder management, training and technical delivery for AfPA's members across Victoria and Tasmania. As National Sustainability Director, Norbert has responsibility for development and deployment of the AfPA Sustainability Framework for Pavements, which is a national undertaking to provide data and tools for the sector to improve sustainability through informed procurement.Norbert also actively represents Local Government interests through his role as the current President of the IPWEA Victoria and as a past Director on the IPWEA Australasia Board of Directors.

Norbert is responsible for all aspects of member relationship management, training and technical delivery for the regions of Victoria and Tasmania. Norbert works with the industry and government to improve specifications and the performance of bituminous products and pavements in Victoria and Australia.Norbert is also the convenor of AfPA's National Health and Safety Committee and the National Surfacing Committee. Working with its members, AfPA supports the flexible pavements industry in delivering safe, innovative and cost-effective pavement solutions.

Norbert is ARRB’s Regional Manager for the Victorian region and more broadly a technical leader in the asset management discipline. Norbert has responsibility to:• Manage and oversee the operations of the Melbourne Office• Provide senior leadership, expert advice and project supervision across the region and the company more broadly• Be a major driver of, and contributor to, sales results and ensure quality technical outputs across all technical disciplines• Prepare and update business plans, sales reports and drive overall regional performance• Recruit, develop and retain staff to ensure adequate sustainability of the various disciplines

Norbert is ARRB’s Manager - Infrastructure Disciplines for the Victorian region and more broadly a technical leader in the asset management discipline. Norbert has responsibility to:• Manage and oversee the operations of the Infrastructure Disciplines of the Melbourne Office• Provide senior leadership, expert advice and supervision across the region in asset management and pavements and surfacings • Be a major driver of, and contributor to, sales results and ensure quality technical outputs• Prepare and update business plans, sales reports and drive overall regional performance• Recruit, develop and retain staff to ensure adequate sustainability of the various disciplines

As ARRB’s Team Leader, Asset Management for Western Australia, the main focus of the asset management team over these 3 years was the development and deployment of the ROMAN II project across the state. In the role of Team Leader, Asset Management, Norbert had responsibility for:• marketing of data collection and asset management activities at the local, national and international level• project management, including quality assurance and occupational health and safety issues, of all data collection activities• staff recruitment, mentoring and strategic planning for the growth of the asset management team.In his role as a Project Manager for the ROMAN II project, Norbert was primarily involved in:• developing and finalising the set of final requirements and product specifications to ensure the successful delivery of the project• developing and managing the system configuration, design and services to be delivered• managing subcontractor inputs into the overall suite of tools to ensure the entire project was delivered as specified and within the project timeline and resource allocations• identifying and managing risk areas in the proposed solution with the aim of accurately costing the project and then managing the allocated budgets• establishing and managing testing requirements and acceptance criteria associated with invoice claims; and • managing the agreed invoicing schedule followed during the development phase to ensure that development progress matched financial expenditure.

Team Leader, Data Collection Victoria, Tasmania and New Zealand (2008 to 2009)Team Leader, Asset Management Victoria, Tasmania and New Zealand (2007 to 2009)Norbert was ARRB’s Team Leader, Data Collection and Asset Management. Although primarily based in Melbourne, he had a national responsibility to ensure the timely and efficient delivery of all projects involving data collection and asset management activities, including:• the collection of manual and automated pavement condition and inventory data at local, national and international levels• Co-ordination of ARRB Group’s fleet of automated pavement condition collection equipment including four falling weight deflectometers and four network survey vehicles • marketing of data collection and asset management activities at the local, national and international level• project management, including quality assurance and occupational health and safety issues, of all data collection activities• recruitment, mentoring and strategic planning for the growth of the Data Collection team.In his role as a Senior Consulting Engineer, Norbert managed a number of asset management and road infrastructure related projects at a local and national level. These involved:• detailed reviews of pavement condition data and analysis• preparation of project and network level sustainable maintenance funding plans, taking into consideration safety and asset preservation• development of life cycle costing tools to evaluate the performance consequences of changes in funding and network use, including changes in vehicle loading, growth and composition• dissemination of ARRB’s latest research and development initiatives through delivery of material covering data collection, asset registers, pavement management, modelling and road safety incorporated in ARRB’s Knowledge Transfer program.Senior Assets Engineer, Asset Management Group 2004 to 2007Research Engineer, Asset Management Group, 2000 to 2004
