The Town Moderator is an elected position with a three-year term. I preside at the annual and special town meetings to ensure that registered voters have a voice in the deliberations and decision-making of the town following accepted parliamentary procedures. By regulating the proceedings at town meeting, the Town Moderator avoids the misconduct of town business, and maintains order in the process of self-government - the root of our democracy. At town meeting, the Moderator reads the articles included in the warrant, recognizes speakers, entertains motions and amendments, and publicly declares the outcome of every vote. For decades, Charlton has used the parliamentary procedures outlined in the handbook "Town Meeting Time" to govern this process of decision-making. As Moderator, I appoint the members of the Finance Committee who play an important role in making reports and recommendations to the town, and submitting a town budget to the citizens of Charlton for approval at town meeting.

Generated $13 - $14 million annually in non-patient services revenue through operating grants, contracts and fundraising in partnership with Development Team, CEO, and Board. Completed $9.2 million capital campaign to support expansion, and $3.5 million capital campaign to convert to electronic health record system. Provided leadership to federal and state initiatives and compliance as FQHC project director. Conducted writing workshops and student business forums for visiting executives. Advised undergraduate business major students. Awarded $93,000 of $750,000 U.S. Department of Health and Human Services’ Compassion Capital Fund grant to United Way of Central Massachusetts to design and implement a three-year nonprofit capacity-building program for faith-based and community-based organizations in partnership with Worcester Interfaith, Greater Worcester Community Foundation, and others. Designed and conducted 20 seminars on nonprofit leadership, governance, board development, strategic planning and fundraising topics for select cohort of CEO’s and Board Chairs from youth-serving organizations in Worcester. In partnership with MBA director, established Nonprofit Leadership Concentration within the MBA program.
