I preside at the annual and special town meetings to ensure that registered voters have a voice in the deliberations and decision-making of the town following accepted parliamentary procedures. By regulating the proceedings at town meeting, the Town Moderator avoids the misconduct of town business, and maintains order in the process of self-government - the root of our democracy. At town meeting, the Moderator reads the articles included in the warrant, recognizes speakers, entertains motions and amendments, and publicly declares the outcome of every vote. For decades, Charlton has used the parliamentary procedures outlined in the handbook "Town Meeting Time" to govern this process of decision-making.
