The Centre Region Council of Governments (COG) is a voluntary association of the State College Borough and the Townships of College, Ferguson, Halfmoon, Harris and Patton. The COG provides Fire Protection, Emergency Management, Code Administration, Parks and Recreation, Library, Planning and Refuse and Recycling services for the region. The COG has a budget of approximately $29 M and 80 full-time, 30 part-time staff and 300 seasonal and/or contract staff. Its service area is about 150 square miles with a population of 93,000 residents including 45,000 University students. The COG celebrated 50 years of service in 2019 and is governed by a 32-member General Forum composed of the elected officials from the member municipalities.

Milford, Delaware

Served as Chief administrative officer, accountable to the City Council for the proper administration of the City. Provide overall organizational leadership and management for the City of Milford, including Finance, Planning, Economic Development, Parks and Recreation, Building and Code Enforcement, Public Works (streets, solid waste, water, wastewater and electric), and Human Resources.Initiated and oversaw updating and modernization of many policies and practices, including the City’s Charter and the personnel handbook (mostly 1992 vintage), as well as instituting new policies and procedures expected of a well-managed community. Instituted an employee safety committee, regular safety and HR training for employees, and a reward and recognition committee. Conducted cost of service studies for each of our utilities to ensure fair rate structure, formed cross-functional teams to improve service levels and communications, developed core values for our workforce during the strategic planning process, and launched a case management approach to aid our chronically delinquent utility customers. Led the development of the City’s first Strategic Plan utilizing resident survey data and community meetings to engage the community, secured the Downtown Development District designation to aid in the revitalization of Milford’s residential and commercial core, and obtained an Opportunity Zone designation to spur investment. Expanded support for downtown development, and improved amenities and special events leading Milford being recognized as a top tourism destination in central Delaware by Kent County Tourism in 2018. And, the Milford Ladybug Music Festival was named the 2018 Best New Event by Southern Delaware Tourism. Improved the diversity of our municipal workforce and implemented a bilingual compensation program. Our improvements in equity and inclusion was recognized by increased scores on the Human Rights Campaign’s annual Municipal Equity index as well.

Oberlin, Oh

While Oberlin's City Manager, Ohio Magazine named Oberlin the “Best Hometown” in northeast Ohio for 2012, stating: “The quintessential college town, Oberlin hosts a variety of arts and culture activities, and is home to many eclectic shops and restaurants.” Oberlin, “a community where members of every generation want to live,” was recently named one of five "Best Intergenerational Communities"​ in the country. In addition, the City of Oberlin earned other regional, state and national awards and recognitions, including, Team NEO Economic Development Plus Award for Business Attraction and Solid Waste Operator of the Year by the Solid Waste Association of North America (SWANA) Ohio Buckeye Chapter.
