The Nuclear Waste Management Organization (NWMO) was established in 2002 by Ontario Power Generation Inc., Hydro-Québec and New Brunswick Power Corporation in accordance with the Nuclear Fuel Waste Act (NFWA) to assume responsibility for the long-term management of Canada’s used nuclear fuel. On June 14, 2007, the Government of Canada selected the NWMO's recommendation for Adaptive Phased Management (APM). APM moves towards a goal that Canadians themselves identified: safe and secure long-term containment and isolation of used nuclear fuel produced in Canada, with flexibility for future generations to act in their own best interests. The NWMO now has the mandate to implement the recommendation. Another major project for the NWMO is seeking regulatory approval, on behalf of Ontario Power Generation, for the construction of a Deep Geologic Repository (DGR) for the long-term management of low and intermediate level waste.

Norman is the host of "Politically Speaking", a weekly live phone-in show that welcomes elected officials from all three orders of government (municipal, Provincial and Federal) to answer questions from residents. The economy, job creation, regional growth management, waste management and the environment are key topics for discussion.

Norman Sandberg has almost 25 years experience in virtually all aspects of water distribution and sewage collection systems, including project management, design and the development of remedial works programmes. He also has considerable experience in systems optimization studies, notably capacity assessments and operation/maintenance and asset management. Norman is the author of a number of engineering studies to obtain Provincial funding, pumping station assessments, final recommendation reports, and construction tender documents. Norman has also acted as Project Manager for all water and sewer needs studies undertaken by the Ainley Group’s Collingwood office since 1987, including the assessment of numerous sewage pumping stations and development of asset management plans.

Of particular importance is the Memorandum of Understanding (MOU) between AMO and the Province. The MOU provides the opportunity for municipal input and reaction to provincial policy ideas (pre-consultation) so that they are fully informed as part of any provincial policy making process. The MOU also includes a Protocol that obligates the Province to consult with AMO and municipalities on matters that are of a federal-provincial nature that could affect municipal services and finances. The Protocol also sets out the Province’s commitment to pursue a federal-provincial-municipal framework where municipalities have a ‘seat at the federal-provincial table’.

Chair, 2008-2010Board Member, 2006-2010The Ontario Small Urban Municipalities (OSUM) is the small urban municipal voice of the Province. OSUM is an integral part of the Association of Municipalities of Ontario and has a number of its Board members which serve on the AMO Board of Directors. Policy and research activities are undertaken by OSUM through the staff at AMO. OSUM has ensured that matters which affect small urban communities are brought to the attention of the provincial and federal governments. Leadership is provided by the Chair and Board of Directors who are elected annually. The Board meets at the AMO offices in Toronto.

Guest professor (2003) responsible for updating and teaching the Municipal Services course to final semester students at Georgian College, Barrie Campus. Course encompasses political, planning and engineering aspects experienced in the municipal world including:o Various governing legislation such as the Municipal Act, Planning Act, the Safe Drinking Water Act and the Sustainable Water and Sewer Systems Act.o Basic infrastructure design including sanitary sewage collection, water distribution, storm water management, roadway, infrastructure rehabilitation and trenchless technology.o Municipal Asset Management principles.o Municipal tendering procedures.o Municipal budget preparation for Operations and Capital Works

Advanced Pipeline Developments (APD) was a wholly owned Insituform Group PLC company licensed to develop the Canadian market for the Insituform pipelining system. APD also undertook the national marketing of Keller Pipelines Inc, a firm specializing in the manufacture of watermain cement mortar lining equipment. Keller also undertook contracting of cement mortar lining projects and HDPE sliplining of gravity and pressure pipes throughout North America.

W.R. Arnott Enterprises was one of Ontario's original municipal infrastructure contractors specializing in sewerage and water infrastructure inspection, assessment and rehabilitation. While attending college and a short time after graduation, Norman was employed by Arnott as a certified CCTV inspector of pipelines, undertook watermain leak detection using first generation Leak Noise Correlators, and undertook municipal infrastructure rehabilitation in terms of extraneous flow (inflow & Infiltration) control.
