Inspired as an amateur radio enthusiast, then PMA Cadet Norman honed the skills and embraced the importance of emergency communications all throughout his cadet life that soon paved the way as a career, as an advocacy and now as champion of ICT-use in disaster risk-reduction and resiliency (DRR) programs. Norman has been in the ICT profession for more than 27 years in the field of systems engineering, defense communications, command center, technical consultancy, project management, private/industrial lecturer (IL) and resource person in various technical forums, trainings and seminars/workshops.By 2020 amidst the global Pandemic, the Association of Southeast Asian Nation (ASEAN) through the ADGSOM-Philippines acquired the services of Engr Norman as project manager (PM) for the ASEAN Smart ICT Ecosystem Project developing a common framework on Architecture for the ASEAN Smart Cities platforms with due consideration on the use of ICT in Disaster Risk Reduction Management (DRRM) System and the availability of a secure, scalable and connectable Transmission Control Protocol/Internet Protocol (TCP/IP) address identifiers.Now a retired Army Signal Officer, Norman had received two (2) BS Degrees (in Management - PMA’95 and in Electronics and Communications Engineering , TIP-QC, 2005) and, a masters degree in MBA-Finance (NCBA). He had also acquired certification on MAKING CITIES RESILIENT program, summer edition 2020, UNITAR/UNDRR. He supports the advocacies of MCR2030; ISO 37:123 – Indicators for Resilient City; Sendai Framework for Disaster Risk Reduction (SF-DRR), 2030 and; Paris Agreement on Climate-Change, 2016
