The Hispanic American Police Command Officers Association, established in 1973, is the oldest and largest association in the country of Hispanic American command officers from law enforcement and criminal justice agencies at all levels of government. With members in hundreds of agencies across the United States, Puerto Rico and Panama, many of whom are active in local chapters, HAPCOA is a national organization with a local presence.

As a Tactical Police Trainer and Advisor to the Director of the Panama National Police, I play a crucial role in enhancing officer performance and national security. At the director's request, I conduct evaluations and assessments to create a comprehensive training curriculum. Leveraging my experiences with international, regional, and local organizations, I develop innovative security and policing concepts while recommending best practices for policy implementation. To bridge the security gap, I establish strong working relationships with key stakeholders such as the Force Protection Cell of the U.S. Embassy-Panama, Hispanic American Police Command Association, as well as other regional and local security-centric organizations. Serves as Lead Instructor/Trainer for the Phalanx Training Academy, formerly the International Academy of Executive Protection Agents (IAEPA). Design and implement activities focused on a balance of lecture, demonstration, and time allocated to individual and team building. Teaches the Executive Protection Specialist curriculum, preparing future security professionals with the essential skills to provide for the welfare, physical protection, and security of high-profile clients. Trains and evaluate candidates on the safety, selection, use, target acquisition, and tactical application of firearms for executive protection.

Serve as site coordinator and oversee the setup and sustainment of the Defense Travel System (DTS) for a 3,000-employee organization as well as the point of contact for all directorate concerning DTS. Responsible for policy implementation, training and enforcement of policies and procedures. Implement and manage the day-to-day activities during system operations (e.g. personnel data download and review, business process analysis, DTS training, and Defense Accounting and Disbursing System (DADS) and Commercial Travel Office (CTO) connectivity). Coordinates development of traveler profiles, organizational data, reporting, budgetary, and document flow procedures in DTS. Monitors functional aspects of the DTS to ensure continued successful operation. Responsible and accountable for the site's data requirements, including the user profiles, organization hierarchy, routing groups, per diem rates and Lines of Accounting, etc. Establishes and manages a training program for Authorizing Officials/Certifying Officials (AO/CO) and others. Serves as Agency Program Coordinator for the government travel charge card program for approximately 2,632 military and civilian personnel. Prepare and implement the command's policies and procedures for the government travel charge card. Gathers and organizes information for inquiries and resolves problems. Coordinates with each Director and traveler to insure compliance with command policy for restricted cards, credit limits, delinquencies, and cardholder abuse. Accesses the government travel card information system to monitor transactions of travel card recipients, garnishment of accounts due to delinquency of payment, and identifies delinquent accounts.

Serve as S4 NCOIC for the 173rd Special Troops Battalion (A), Warner Barracks, Bamberg, GermanyFormulate, develop, advise, and provide recommended courses of action for senior leadership consideration on a myriad of logistical, personnel, readiness, and force structure procedures. Deployed with the 173rd Brigade Special Troops Battalion, 173rd Infantry Brigade Combat Team (Airborne) into Afghanistan in early 2012 in support of Regional Command - East (RC-E) Operation Enduring Freedom (OEF-12 and OEF-13). Discharge duties as Accountable Officer, responsible for the accurate management of the Defense Travel System and the Government Travel Charge Card Program for the Brigade consisting of over 2,000 personnel; conduct audits and develop and enforce official travel policies. As Transportation Coordinator manage and supervise the scheduled maintenance of a fleet of 13 government owned vehicles and coordinate for the use of additional transportation assets provided by the Directorate of Logistics Transportation Motor Pool; request assets to conduct and support movement of both equipment and personnel in support of worldwide contingency operations and intra-theater movement. Managed and accounted for $250,000,000 million dollars’ worth of theater provided equipment during worldwide contingency operations in Afghanistan.

Train all personnel on logistics support operations in preparation for deployment in support of worldwide contingency operations. Assist and advice organization sustainment staff in the development, review and reinforcement of standard operating procedures and plans that will be applied while deployed. Perform duties as the Senior Enlisted Advisor for the divisional sustainment cell to include Corp medical support and Level IV Evacuation support. Manage the control of real world wounded and or medically evacuated personnel during the training exercise. Supervise, mentor and coach a four man team and a diversified augmentee support personnel who fill key positions within the Division roll play structure bringing realism to the training.- Prepare, schedule and conduct a Planning and a Logistical Conference per rotation at the D-180 and D-90 mark, to ensure all requirements are capture and planned for prior to organizational aarival - Planned, coordinated, and executed all logistical support during ten Joint Readiness Training Center (JRTC) rotations per year with a budget in excess of $7,000,000 million each- Coordinated with JRTC and Installation staff for the movement of over 20,000 tons of equipment valued at an excess of $200,000,000 million worth over a period of two years with no losses- Trained Brigade, Battalion and Company level staff members per rotation on all aspects of logistical planning and execution, in support of contingency operations a total of 52 staff members per rotation - Responsible for management and accountability of Table of Distribution and Allowances (TDA) property valued at over $3.3 million- Planned and coordinated the deployment and redeployment of over 35,000 personnel from/to Home station in support of training exercise rotations

Serves as senior advisor to the commander on all aspects of logistical and support operations. Mentor, train and coach five Senior NCO’s, ten junior NCOs and eight Soldiers on supply operations, policies and procedures. Manage a Government owned fleet of ten vehicles; manage the accountability of over $200,000,000 million worth of real property, organizational and installation property; plan and execute the deployment of 600 Soldiers and 15,000 Tons of equipment valued at $500,000 dollars in support of worldwide contingency operations in Afghanistan. Supported the deployment of multiple advisor teams to diverse locations all over the world. Develop and enforce supply and accountability policies; provide feedback for the update of U.S. Army doctrinal publications.

Logistics NCO Trainer and Senior Supply Sergeant on a Port of Entry Transition Team (POETT) consisting of twelve Soldiers, three Department of Defense Contractors, one U.S Customs and Border Protection (CBP) Officer on all aspects of logistical sustainment and Port of Entry operations. Directly responsible for the management, accountability, care, and safeguarding of $3,000,000 million worth of real property, Modified table of organization and Equipment (MTOE), Common Table of Allowances (CTA), and Deployed Table of Distribution and Allowances (TDA) equipment. Advised and trained over 42 Iraqi Customs Police Inspectors, bringing their operational rate from 65% to 95%. Deployed to Iraq in support of Operation Iraqi Freedom (OIF), in support of Multi-National Corps – Iraq (MNC-I) and the Iraqi Assistance Group (IAG). Serve as Liaison for the Salvadorian Army during deployment to Iraq. Performed duties as Explosives Ordnance Disposal Robot Operator assisting team with the early detection of explosive devices. Develop and executed the logistical support requirement for the relocation to a Combat outpost five miles from the Iranian Border in order to increase U.S. presence in the area and facilitate partnership missions. Developed and implement standard operating procedures setting the standards for other team to follow. Planned, organized and ran an advance marksmanship qualification, training over 150 Soldiers during the advance transition training team integration phase; additionally trained an 11 men team on Close Quarters Combat, increasing their combat survivability.

Assigned to the 23rd Quartermaster Brigade in order to develop a training exercise and plan of instruction to provide a basic knowledge and feel to advance individual and reclassification personnel on the actions during and attack on a \​convoy and provide marksmanship training on the engagement of targets while on a moving vehicle, as well as to conduct training on dismounted operations.- Instrumental in developing the training support package for the Training Doctrinal Command (TRADOC) Live Fire Exercise - Requested, issued, managed and accounted for $200,000 worth of ammunition to support the Convoy Live Fire training- Successfully trained over 2,300 Soldiers over the course of twelve months- Managed and supervised the turn in of over four short tons of expended ammunition- Supervised the management of weapons throughout range operations- Serve as safety officer during the crawl, walk run phase of the live fire exercise- Mentor, train and coach personnel on target identification and interdiction while on moving vehicle - Commended by the Training Department Senior Advisor for excellent performance- Develop the Convoy Live Fire training ammunition strategical requirements

Significant accomplishments:- Planned logistical support and execution of recovery operations following Typhoon Maemi. Efforts resulted in the recovery of $2,000,000 dollars’ worth of equipment and supplies - Led logistics and combat skills training for over 100 Korean Nationals in support of 6th Korean Service Corps; recognized for excellence by the Commander and Senior Enlisted of the 6th Korean Service Corps Company- Establish, organize, manage and supervise a Joint Force armsroom; implemented and enforced strict management procedures- Led 72 hour joint security patrols during increase security threats- Developed a standard operating procedure in order to standardize logistical administrative armsroom, security management, asset inventory and accountability procedures
