He holds a National Certificate in Amenity Horticulture (1977); a PG Certificate in Management Studies (1997); PG Diploma in Management Studies (1998); Masters Degree in Business Administration (MBA) from the University of Ulster (1999), he has completed the University of Ulster Business Advisors Programme (2000) and an Advanced Diploma in Social Enterprise (Graduating with distinction in Summer 2013). Norman holds the TDLB Vocational Assessor Award D32/ D33; Internal Verifier Award D34 and the External Verifying the Assessment Process Award D35. Since 2005 Norman has been employed by Triangle Housing Association as Progression to Employment Service Manager. Norman has been a member of the Northern Ireland Union of Supported Employment (NIUSE) Board of directors since it’s incorporation in 2008 and has been a committee member prior to incorporation since 2003. From Sept 2017 he assumed the role of Chairperson having previously served as Vice Chair since April 2014.As Chair of NIUSE Norman represent Northern Ireland as a board member of the Association for Supported Employment Europe.In May 2020 Norman was appointed as co-Chair of the Mid & East Antrim Labour Market Partnership (LMP) and Chair from April 2024.In the past, on a voluntary capacity, Norman has acted as a Business Mentor on the Northern Ireland Business in the Community Connections Programme. Norman served as a committee member on the Northern Zone Social Enterprise Hub Stakeholders group (Oct 2014)Norman is a co-owner of Lacada Brewery, a community owned cooperative craft brewery based in Portrush, Northern Ireland. In Spring 2005 Norman was awarded the City & Guilds Medal for Excellence in recognition of outstanding performance as an External Verifier. In 2008 Norman was appointed by City & Guilds/NPTC as one of 8 Quality Systems Consultants nationally that were commissioned to deliver Managed Verification Services (MVS) within the top 20% of City & Guilds/NPTC centres in the UK, which involved working in an advisory capacity with some of the largest landbased colleges in the UK.From autumn 2011 Norman was appointed as an Quality Improvement Presenter Consultant and is involved in the delivery of a Quality Improvement event for City & Guilds Approved Centres.In Dec 2011 Norman was appointed as an Exam Auditor for City & Guilds Qualifications primarily in Northern Ireland however also provides this service across the UK.In Feb 2013 Norman was appointed as Standardisation Consultant with responsibilities for supporting the Northern Ireland based team of Systems & Qualification Consultants. This role, which he held until Dec 2014, involved ensuring a standardised and consistent approach to the work of the C&G quality assurance team who monitor quality assurance within City & Guilds registered Centres.Norman is contracted as consultant by City & Guilds International Ltd to provide External Verification services.From Oct 2016 Norman has been appointed as Standardisation External Quality Assurer for Land based Services, with responsibility for monitoring the work of GB based External Quality Assurers. -

Progression To Employment Service ManagerTriangle May 2005 - PresentWorking Across 10 Of The 26 Former Council Areas Within Northern IrelandTriangle Progression to Employment Service as the lead partner within the PROSPER consortium in partnership with Stepping-Stones, CAN, AEL & The Appleby Trust, provides employment focused intervention and career advancement for up to 944 individuals per annum with learning disabilities, autistic, and those experiencing barriers to entering the workforce. The service utilised various models in an interdependent fashion into a single employment service continuum. Models include Social Enterprise provision, Supported Employment encompassing Training in Systematic Instruction (TSI) and Step -Up academies in partnership with employers The services diverse delivery approaches utilised enterprise and academics as a stepping stone to prepare those service users who are not yet job focused but who may ultimately choose to engage in open employment. The work focused activities within social enterprises provide a preparation phase which assists the transition towards supported employment. While proper business disciplines are applied and a positive contribution to the service budget is made through trading activities the income generation aspect of the enterprises could be regarded as secondary to the social advancement needs of individual service users.
