Dr. Nrusingha Mishra is educated as a research scietist with a major in medical chemistry. Since 1991 he has been living in this Washington DC area working in a biotechnology company and then later in Federal Government. He has been actively managing a number of federal government research projects in academia and industry. • Over twentyfive years of research experience in Biomedical Science in academia and industry • Over fifteen years of experience in extensive health science administration, program, grants management in the Department of Defense, Department of Army, Fort Detrick, MD as a Grants Manager/Science Officer and Program Manager. Grants Manager/Science Officer in Army's CDMRP (Breast, Prostate, Ovarian Cancer, Neurofibromatosis Research Programs) is a program director equivalent in NIH system to work with grantees focusing on awarded grants. CDMRP has other program director-type positions dealing with RFA-equivalents which CDMRP calls Program Manager.• Supervised the technical and administrative oversight of over 3500 CDMRP grants, cooperative agreements and contracts totaling more than 4 billion dollars• Planned, developed, and implemented various health science administration/ grants management improvement processes at the CDMRP• Planned, developed, and implemented orientation and training of new health science administrators at CDMRP • Maintained supervision (as Deputy Director for Grants Management) of 12 health science administrators/grants managers in the past• Understanding of the DoD research, development and acquisition process• Completed Level III certification in DoD Acquisitions through the Defense Acquisition University’s (DAU) Program Management track • Experience working with hundreds of Principal Investigators (PIs) and different divisions in the US Army for resolution of questions in the federal government grants and operating within dead lines and time constraints and multi-tasking work assignments as needed• Secret security clearance
