I was promoted to QA/QC Manager, responsible for developing, implementing, and maintaining the Company’s Quality Management System (QMS). It’s my job to make sure our QMS meets customer needs, follows our internal procedures, and complies with ISO 9001, OHSAS 18001, ISO 14001 standards, as well as all legal requirements.My primary responsibilities include ensuring that all departments strictly adhere to and are fully committed to the established QA/QC systems. I also oversee the QA/QC department to ensure we have sufficient inspectors for all company projects and to guarantee that all delivered projects meet the required specifications and standards.Act as the sole liaison between the Project and external parties such as Owners; Classification Societies; Flag Administration on all matters related to Project Quality Management.I work closely with all relevant parties during pre-commissioning and commissioning for all marine and drilling equipment, coordinating integrated system tests, jacking trials, inclining tests, and more.

I joined PetroVietnam Marine Shipyard with the intention of building the first Jackup Rig (Self-elevating Drilling Unit) in Vietnam. I was appointed as the QA/QC Team Leader, responsible for overseeing 15 disciplinary QC Inspectors, including those specializing in dimensions, welding, NDT, electrical, machinery, painting, among others.I led the team in developing project procedures for Tam Dao 03 Jack-up Rig Project, including the Project Quality Plan, Inspection and Test Plans, Coating Procedure Test (CPT) and various quality control procedures, before submitting them to the client (PetroVietnam) and the American Bureau of Shipping (Classification Society) for review and approval.Determined the minimum quantity of WPQRs (Welding Procedure Qualification Records) required for the project, prepared preliminary WPSs, and coordinated with the client and Classification Society to conduct the welding qualification tests.Oversaw all quality monitoring and inspection activities for hull construction, piping fabrication and erection, triangular leg fabrication, living quarter fabrication, and cement pressure vessels, among others.

Worked for M-I Drilling Fluids Singapore Pte Ltd. (Mi-SWACO) as a QC Manager, Site Representative with responsibilities for monitoring shop fabrication and field assembly of fifteen Pressure Vessel “U-STAMP” including steel structures and piping system in order to ensure that quality control system is met applicable Codes, Standards and Project Requirements for ConocoPhillips China, Inc. for Sijiang Oil Field 30-2 Compact Flotation Unit (CFU) Project.Also responsible for the review and auditing of AMIGOS Contractor compliance with approved Project Quality Assurance Procedures, for the approval of Welding Procedure Specifications (WPSs), for the monitor during fabrication as well as the review of Final Manufacturer Data Reports.

Employed by Germanischer Lloyd Industrial Service Vietnam as the Independent Verification Party (I.V.P) for Truong Son Joint Operating Company during the fabrication of Well Head Topsides for the Song Doc A Wellhead Platform (SDA-WHP) Project. My duties entailed comprehensive surveillance to certify the working performance of the PTSC M&C Contractor, encompassing the following scope of work:- Conducted thorough reviews of all welding documents, welder performance certificates, NDT procedures, NDT personnel certificates, and various quality procedures including hydrostatic testing, hardness testing, and inspection and test plans (ITPs).- Actively witnessed a variety of tests such as magnetic particle, liquid penetrant, ultrasonic, hydrostatic, pneumatic, load, and functional tests for piping systems and mechanical equipment.- Managed quality control processes and issued nonconformity reports (NCRs) for any detected mistakes during construction, providing corrective action recommendations accordingly.Additionally, I was designated as the Principal Certification Surveyor for the Phu My - My Xuan Pipeline Project. My responsibilities included overseeing shop fabrication and site surveillance during the construction of gas pipeline systems in Phu My Industrial Park. This role involved witnessing welder’s performance qualification tests, issuing welder certificates, approving welding procedure specifications, and various quality control procedures, inspection, and test plans. My primary objective was to ensure all work done by the PetroVietnam Construction (PVC) Contractor complied with applicable codes/standards and project specifications. I was also responsible for reviewing the final Quality Control Documentation Packages prior to issuing G.L.V “safe for operation” certificates.

Worked for the Technip Consortium (TPC) - a joint venture including Technip, Japan Gas Corporation, and Technicas Reunidas - on the Dung Quat Refinery Project (DQR). In this capacity, I managed piping shop-fabrication and site erection activities involving various subcontractors, such as Lilama Corporation (which handled six crude oil storage tanks of 65,000 m2 each, along with underground and above-ground piping and spherical tanks), PetroVietnam Engineering (responsible for 150,000 dia. inch of above-ground piping), Nippon Express (tasked with super-heavy equipment installation), and PTSC (which managed 200,000 dia. inch of above-ground piping).My key responsibilities included:Reviewed and provided feedback on quality procedures and field quality control plans, also known as Inspection and Test Plans (ITPs).Witnessed Welding Procedure Qualification Records (PQRs), reviewing and approving Welding Procedure Specifications (WPSs), and witnessed Welder’s Performance Qualification Tests (WQTs).Ensuring materials traceability, carried out fit-up and visual inspections, witnessed NDT tests, and hydrostatic testing for various tanks and piping systems.Specializing in supervision for Package No. 1 (P1) piping fabrication and installation, covering a wide range of materials intended for high temperature, high pressure, and severe sour service conditions (e.g., A106 Gr B, AS 335 Gr P5, Gr P11, Gr P22; SA 312 TP 304, TP 316/316L).Reviewing radiographic films, providing technical corrections and suggestions to enhance welding quality, and issuing Field Inspection Reports (FIR) or Nonconformity Reports (NCR) with corrective actions for any detected nonconformance.

Employed by the Welding Technology Institute of LILAMA Corporation, a principal subcontractor for the Dung Quat Refinery Project, my role focused on overseeing welding, nondestructive testing, and post-weld heat treatment activities conducted by LILAMA subsidiary companies during shop fabrication and field assembly of Package No. 2 (P2). This package included various storage tanks, underground and above ground piping systems, and a 15 km hydrocarbon pipeline installation of 20-inch schedule 40 piping.I was responsible for qualifying LILAMA welders for the project, witnessing Welding Procedure Qualification Tests, preparing and submitting Welding Procedure Specifications (WPSs) to the Technip Consortium (TPC) for approval, and developing various quality control procedures, including Field Quality Control Plans (FQCPs) and Welding Repair Procedures for piping and storage tank. My duties also included material inspection, fit-up and visual inspection, radiographic film review during construction, and overseeing tests such as vacuum box, oil penetrant, magnetic particle, ultrasonic, and hydrostatic tests, as well as pipeline layout.Additionally, I served as a Welding Engineer for the Uong Bi Extension Thermal Power Plant Project with LILAMA. My primary tasks included preparing Procedure Qualification Records (PQRs) and Welding Procedure Specifications (WPSs) for various steels and critical piping (SA335 P11, P22, P91, etc.), qualifying welders for the project, conducting site inspections, and managing all welding and NDT activities performed by LILAMA subsidiary companies involved in the project.
