Running the finance department activities.

The company operates subsidiaries in Portugal and Angola. In Portugal I am responsible for the financial management of two subsidiaries and for one in Angola, operating in the fields of water treatment civil construction and the tourism and physical activity. I am responsible for financial planning: business plans, budgets, treasury management, financing, financial statements and reports. Also oversee the implementation of procedures and internal rules of operation to ensure compliance with the tax laws;

Running the finance department activities, to produce timely accurate financial reports from management.Implemented and ensured compliance with corporate accounting policies, evaluate financial performance and make recommendations to achieve company objectives;Manage the daily activities and staff of the Finance Division, coordinate, prepare and review the annual budget and other financial and statistical reports and assist in overall strategic planning;Responsible for prepare, review and analysis of consolidated financial and statistical reports for internal and external users. Review and analyze operating and capital budget data. Provide support on special projects as assigned by manager.Coordinate the RH unit. Manage all the procurement activities including the imports and logistic activities.

Prepared the budget of EDTL (CFET and self –funded), including the follow tasks: prepared the submissions, budget administration, monitored budget implementation, virement process and adjustements to the appropriations and report the variances between approved budgets and actual expenditures;Involved in the capacity building project based on the three pillars approach;Capacity building to the Finance Directorate of EDTL, related with the Freebalance application, Budgetary control and guide all the counterparts on administrative organization, financial management and the budget execution process;Liaise with Budget Office on the preparation of the submissions of the Budget FY 2004-05 and 2005-06;Liaise with the external auditors for the final accounts of FY 2004/05;Work closely with Treasury Department and Procurement Division on the follow- up all the expenditure processes belong to EDTL;Extensive hands on the financial application (Freebalance) used in Timor-LesteMonitored variations from the approved budget categories and ensure that they were in conformity with the Treasury regulations and the Budget Law;Dissemination to all counterparts on the financial management law and all the important legal framework applicable in Timor-Leste ;Participated in the Budget Review Committee.EDTL procurement Officer in the World Bank Power Sector Priority Investment Project.
