Senior technical contributor for all aspects of this startup including the selection of TV White Space and unlicensed wireless technologies. Involved in all negotiations with local county executives and suppliers. Assisted the company, as lead technologist, in generating award winning applications with USDA for $8+ Million RUS Grant and Loan awards to continue building rural broadband access networks.Retained by Four Star Associates, a San Diego based government contractor as Vice President and Wireless Subject Matter Expert to US Army CERDEC and US Navy SPAWAR. Led technology design and upgrade projects supporting C4ISR technologies, predominantly maritime surveillance and C2 design. Directly involved in on-site project management and implementations. Participated in CONUS and OCONUS projects.Retained as CIO to Marksal Consulting of Toronto, Canada. Responsible for advising Managing Director on Rural Wireless Initiatives. Provided direction and management for all technology related projects. Lead team responsible for design and implementation of $3 Million local data center and student IT facility in Oshawa, Canada.$1.6 Million contract with the Office of Management and Budget of Puerto Rico as Senior Technology Consultant. Responsible for the development of PR StarNet, the island-wide broadband WAN connecting 100 government agencies, 2,500 public schools and First Responder centers across 78 municipalities.$3 Million contract award from the Government of the US Virgin Islands to design and implement a territory-wide broadband wireless WAN. Managed all aspects of this project that deployed a network across 36 agencies.$300,000 award from the US Veterans Administration to create a wireless WAN connecting all VA facilities in Puerto Rico and the US Virgin Islands.
