Oscar Cabello was born in Chile in 1953. He is a Civil Electrical Engineer (Universidad de Chile) and an expert in free competition, advanced regulation of the telecommunications industry, and information and communications technologies (ICT).From 1993, Oscar Cabello is Executive Director and Senior Consultant at Alfa Centauro S.A., an international consultancy firm based in Chile, whose telecommunications experience has also been applied to other industries.In his work as a consultant must be emphasised the support given to antitrust organisms, such as the Chilean Antitrust Tribunal or the Chilean National Economic Prosecutor; to telecommunications regulatory authorities from different countries; to the Governments of Colombia, El Salvador, Guatemala or Vanuatu; and to several private operating companies.That support comprises specific projects and expert reports, ranging from spectrum management to correction of market distortions, including the deregulation and privatisation of the telecommunications industry, the study of new services -such as mobile financial services-, or the development of economic models based on the long run incremental cost (LRIC) methodology. Between 1985 and 1993 Oscar Cabello worked at Entel (Chile), as Chief of the Strategic Studies Unit. Between 1979 and 1985 he worked at Telefónica del Sur (Chile), in the position of Technical Manager.Oscar Cabello is member of the Telecommunications Commission of the Chilean Engineers Association. He is also a university lecturer, an amateur radio operator (CE3AFX) and an aviation enthusiast.
