Prepared a comprehensive Quality Management Plan & Quality Assurance Project Plan for the surface water monitoring and assessment program of the Hawaii Dept. of Health Clean Water Branch. Developed and published a Coastal Recreation Water Quality Monitoring and Public Notification Plan for the Clean Water Branch as part of their effort to comply with the Federal BEACH Act and qualify for additional grant funding under the Act. The plan includes a listing of all statewide coastal recreational waters, identification of their uses, proximity to pollutant, frequency of use, a ranking of the waters, a five year plan to monitor selected waters, a quality assurance plan, and a public notification plan. Provided environmental education coordination for the Kailua Bay Advisory Council, a local watershed group composed of volunteers; this included coordination and assessment of community based native wetland habitat restoration and conservation efforts and water pollution prevention projects.

Facilitated public meetings in support of the establishment of Total Maximum Daily Loads for Hawaii’s watersheds as mandated under the Clean Water Act working closely with local watershed groups, Native Hawaiian communities, and industry. Organized education meetings on pollution prevention. Researched technical environmental issues for strategic planning and community outreach. Composed the Dept’s Environmental Equity Policy statement, and assisted in the drafting of the Dept’s initial carbon dioxide legislation submitted to the 2002 Hawaii State Legislature. Drafted grant proposals, administered grant funds, prepared reports to EPA, and drafted and oversaw contracts. Collected data and published an annual report of the Dept’s environmental indicators and a quarterly report of environmental enforcement actions as a result of non-compliance. The State Legislature recognized the Dept. for Environmental Excellence due to the “2000 Annual Environmental Indicators Report” findings.
