Manager of the Combat Systems Test and Evaluation branch:• Actively manage a $7.5 million budget for 25 government and 5 contractor personnel in leading and supporting Test and Evaluation (T&E) of Aegis Combat System Ship Qualification Trials (CSSQT) and other tests• Contribute to command level T&E initiatives including determining the right level of testing needed to qualify combat systems during Aegis CSSQT, standardization of T&E processes where possible, and other T&E related initiatives• Closely work with Air Dominance contractor and the Contracting Officer Representative (COR) toward execution of tasks in support of Aegis T & E to include communicating hiring needs and removal of barriers• Instituted new training qualification standards process for new Project Officers (POs) and Project Engineers (PEs) who are under instruction to be properly mentored and trained toward successful qualification during the TQS qualification board• Present at Program Views, CSSQT Annual Reviews to IWS 1 MPM and various IWS 1 SE 1 TE PAPMs/DPAPMs• Negotiated with IWS 1 PAPMs/DPAPMs providing reclamas against reduced funding for Aegis CSSQT FY20 funding

Branch Manager of the Ship Self Defense System In-Service Agent Branch:• Lead 30 government and 23 contractor personnel in providing In Service Engineering (ISE) and logistics support for the Ship Self-Defense System (SSDS), including early identification and resolution of technical and logistical issues • Identified and supported readiness improvement initiatives to ensure high Operational Availability (Ao) of SSDS throughout the fleet, including Commercial Off The Shelf (COTS) parts obsolescence mitigation solutions• Applied High Velocity Learning (HVL) concepts across all branch functions toward eliminating waste and implementing the right solution at the right time and the right cost• Participated on a Tech-Eval team reviewing multiple proposals for a $98.6 million five year contract as a member of the Source Selection Evaluation Board• Present at Program Views to IWS 10 PAPMs/APMs• Negotiated with IWS 10 PAPMs providing reclamas against reduced Ship Self Defense System funding for ISEA support to ships.

Branch Manager of the Combat Systems Readiness Assessmnt Branch:• Proactively grew tasking/deliverables from nine engineers with a budget of $2.1 million to fifteen engineers with a budget of $4.1 million for conducting Reliability, Availability, and Maintainability (RAM) analysis/readiness assessment of shipboard combat systems• Developed a screening process to identify, screen, and hire high quality engineers for the team resulting in strong performing new hires that quickly learned RAM assessment and became strong contributors to the branch• Actively managed a yearly budget by negotiating tasking/funding with over 20 combat system program managers; tracking and reporting execution status of the associated 50 to 75 funding documents; and periodically presented the information at program reviews with sponsors, high level managers/Naval officers, and prime contractors• Regularly identified and added new program sponsors each year to use our readiness assessment team for their systems, including adding the US Coast Guard as a major sponsor• Lead technical writer of quarterly and annual readiness assessment reports for high level decision makers to focus scarce resources on the right fix at the right cost to improve system Operational Availability (Ao)• Presented readiness assessment analysis results to high level decision makers, supporting decisions that positively impact readiness of their systems that included various MPM and DAPM for PEO IWS 2, 3, 4, and 6; MPM for Coast Guard• Award received: “Special Achievement Award” for converting a large paper annual report into a hyperlinked file for electronic distribution and easier reading
