Strategic leader appointed, in April 2008, by the Governor of Texas to lead the nine-member, Texas Board of Criminal Justice overseeing operations and providing guidance for the $3.2 billion, 40,000+ employee Texas Department of Criminal Justice. Worked closely with Board Members and Agency leadership to accomplish the core mission in the areas of public safety, offender reintegration, and victim services. Led a vertically integrated, multi-disciplined organization to exceptional results. Major subordinate operations included a hospital system, agricultural system, educational system, industrial organization, law enforcement organization, and security organization. Originally appointed to the Board in 2004, Bell also served as served as Secretary and Vice Chairman of the board and chaired numerous board committees including healthcare, human resources, and internal audit.
