In practice, public administrators (executive branch officials) implement and enforce public laws as passed by legislatures and manage public and private orgs. The management of public programs is an integral part of the public policy process. PA (public administration) scholars study the motivation of government program implementers and targets, and help research innovations to improve service delivery. Practitioners do what the scholars research. I do both.
