Managing the daily provision of security screening operations by Service Contractors (SCs) in accordance with all applicable aviation transport security regulations and in close collaboration with all key stakeholder representatives at the assigned airport(s) within a defined region.

•Monitor screening operations at Pre-Board Screening (PBS), Hold-Baggage Screening (HBS) and Non-Passenger Screening (NPS) checkpoints to ensure procedural compliance to CASTA’s Standard Operating Procedures (SOPs), Operational Bulletins and directives.•Observe and report on screening operations at PBS, HBS and NPS screening checkpoints to ensure compliance to CATSA's screening service contracts.•Observe and report on customer service and overall quality of service delivery, including compliance of Screening Officers (SOs) with CATSA’s standards for professional conduct and dress and deportment;•Observe and report on daily trends associated with operational capacity, service delivery and throughput efficiency at screening checkpoints.•Observe record and report on the effectiveness of SC management of checkpoint operations, including supervision and coaching.•Assist CATSA regional management, police and law enforcement in responding to incidents and conduct associated follow-up

Key Responsibility AreasOperational Capacity and Efficiency and Regulations, Policies, Procedures, Programs- Responsible for the design, coordination and implementation of performance assessment and performance measurement frameworks aligned with operational objectives and corporate requirements;- Conceptualizing and designing new approaches and methodologies for operations performance programs;- Identifying and evaluating the organization’s risk areas and providing input into the annual risk assessment, mapping of controls and recommendations for continuous improvement;- Tracking the implementation of performance programs and initiatives and coordinating the compilation, analysis and reporting of results;- Creating and maintaining all associated program documentation, including associated communication plans and training material;- Preparing program proposals, briefing notes, reports and presentations; and- Evaluating and making recommendations for the development/enhancement or clarification of policies, practices, procedures and changes needed to support performance programs.- Conducting quality control, verifications and audits to confirm compliance to CATSA policies and procedures as well as regulatory requirements and identify potential performance risk areas.- Review Key Perfomance indicators (KPIs) and provide recommendations to ensure targets are met and corrective measures are in place.Partnership and Stakeholder relations- Coordinating and consulting with regional teams on the design, implementation and maintenance of performance programs

Develop and disseminate framework for Operations Performance Oversight Program (OPOP)Support the development of new methodologies, SOPs and compliance criteria. Work with internal stakeholders to achieve operational targets. Develop training programs for new Performance Officers across Canada. Deliver training and information sessions to internal as external partners. Lead various projects and initiatives while providing subject matter expertise to working groups across Canada. Create compliance forms and criteria for operational use. Produce methodologies and briefing notes for regional teams and management. Conduct analysis and develop reports for senior management.

Conducting classroom-based training and other web-based learning sessions (e.g. Webinars).Evaluating and certifying screening officers in accordance with CATSA’s National Certification program. Providing ongoing performance coaching to screening officers and assisting screening contractors in conducting training exercises and simulations at the screening checkpoint.Assisting CATSA Regional Managers in oversight at the screening point and in interpreting the Standard Operating ProcedureConduct leadership development course for Point Leaders and Service Delivery managers at the professional levelSupport and Mentor service provider from frontline to leadership

• Deliver existing management and technical and non-technical training programs to staff in local region and various system offices throughout Canada• Develop, Assess and Update modules for Training Programs such as New Hire training, Sales training, Technical training, etc • Coach and mentor members of the Training and Development team to ensure the continuous improvement of team’s learning deliverables• Research and develop management and staff training programs while adhering to program design and adult learning principles• Consult with managers and staff regarding the use of skills learned in training and assist in the removal of barriers for increased utilization of those skills• Select and develop teaching aids, such as training handbooks, demonstration models, multimedia visual aids, and reference materials• Conduct skill assessments of employees and report potential training needs to management• Stay abreast of trends and developments in the training field and keep management advised with recommendations• Build and maintain collaborative working relationships with all department and levels of the organization to ensure training needs are met proactively • Maintain a strong product and business understanding to ensure transfer of understanding during program development • Recommend and implement innovative ways to deliver training and development • Liaise with regional training teams to solicit and collect feedback regarding program effectiveness, training transfer and content development • Conduct Train-the-Trainer sessions and Facilitate training seminars as necessary• Assist with the administrative duties related to the delivery of programs• Various other duties as needed
