Responsible for developing and maintaining statewide quality management standards, policies, procedures, guidelines, training and tools to support the delivery of quality transportation projects by the Districts and external partners. Responsible for, in cooperation with other division offices and the districts, developing, measuring and monitoring Headquarters and District performance for the purpose of continuous improvement. Also responsible for managing the office business plan and resources, including operating and personal services budget, as well as supervision and development of direct report staff.

Responsible for managing the functions and processes in the preparation of Expressions of Interest (EOI), Request for Qualifications (RFQ) and Request for Proposals (RFP); advertisements to potential bidders and suppliers; pre-bid meetings or industry forum; alternative technical concepts (ATCs); one-on-one meetings; evaluation of qualifications and proposals to execution of a capital contract.Provides timely and high-level technical advice, recommendations and assistance to the program functional areas to support the delivery of projects utilizing innovative contracting methods; establishes effective working relationships with Authority stakeholders and staff.Responsible for providing timely reviews of contract documents including EOIs, RFQs and RFPs; participates in confidential meetings with contractors/consultants and evaluations of technical submittals.Oversees and contributes to the evaluation and scheduling of capital contracts to align with the critical needs as identified by the Authority’s Director of Contract Management and Executive Management.Participates in process reviews to identify quality improvements in policies and processes in capital procurements, as well as to monitor established performance measures. Management of multiple, large & challenging public construction proj consistently delivering these engagements within time, scope & budget constraints.Functional guidance & technical assistance to staff involved in varied and/or difficult engineering work in administering construction contracts (i.e, inspection of the work, measurement for payment, quality control, documentation of changes, interpretation of plans & specs, assurance of the safety of the public, traffic & adjacent residents)• Field inspection of contractor’s work in order to determine compliance with plans, specs, utility agreements, regulatory requirements, etc.• Preparation & review of daily inspection reports documenting contractor’s activities•Assurance of appropriate measurement & payment made & all project documentation completed in accordance with departmental policies & procedures•Assurance of complete, accurate & timely contract records pertaining to construction progress, job expenditures, budget programs & work order balances maintained in accordance with state & federal regulations & laws•Proactive review of contract documents for identifying and/or preparing any change orders for the purpose of resolving conflicts, making alterations, deviations, additions to or deletions from plans & specs to ensure proper completion or construction of the contract•Assurance of safety of state employees, contractor’s employees, as well as traveling public by observing contractor’s operations & traffic conditions & taking correction action when necessary•Review of progress of the work to assure compliance with contract documents: including progressive monitoring of materials & methods used, as well as inspection of finished products prior to acceptance•Analysis, review, preparation & processing of contract claims; preparation & processing of various reports & documentation necessary for completion of construction contracts•Documentation of as-built condition of constructed facility
