OSI’s public policy program is designed to fulfill the organization’s core mission to educate the public on Opens Source software. From OSI’s neutral standing as a non-profit charitable organization and recognized stewardship of the Open Source Definition, it aims to serve its public benefit goals by providing education in support of good public policy development.

Advising on US public policy matters within the Eclipse Foundation ecosystem.

I represented Red Hat on the board of directors at the Eclipse Foundation, and served on the Finance and Compensation Committees.

Bryant Group consulting in the relationship between open source communities, private enterprise, public benefit and public policy. Focus areas of practice include translating and assisting with public policy where open source is concerned; best practices and program development for non-profits; strategy consultation for open source program offices.

Led Red Hat's Open Source Program Office (OSPO), Office of the CTO at Red Hat. Responsible for the company's community strategy, led decisions on software foundations, provided c-level guidance to customers and partners on open sourcing and creation of OSPOs. Managed a team of thirty open source community professionals through second line management participating directly in projects, funded and supported community events of interest, created public facing infrastructure and other project resources, and helping to promote projects to ensure their use and attraction of future developers. Innovations included creation of a professional development path for community architects; support for Red Hat field for OSS customer engagement; established an Industry Verticals Community program; partnered with IT to create infrastructure for communities outside the company firewall. Served as community expert to legal team, worked with industry analysts. Represented Red Hat on the Eclipse Foundation board (Board Director, Compensation and Finance committees).

Implemented at Georgia Tech Research Institute, the HOST program was created for the US federal government to identify new, emerging and undervalued open source solutions to cyber security challenges and to share that information broadly; to make strategic investments in open source projects with high-impact potential; to encourage innovation by enabling cross-industry collaboration.

The Oregon State University Open Source Lab (OSL) is the home of growing, high-impact open source software communities. Its world-class hosting services have enabled the Linux operating system, Apache web server, the Firefox web browser and over 50 other leading open source software projects to collaborate with contributors and distribute software to millions of users globally. While at OSUOSL, founded and convened the Government Open Source Conference which served as a platform for education and collaboration from 2005-2011.

At the State of Oregon: Senior Policy Advisor, Manager of Enterprise Planning and Policy, Deputy State CIO for Policy. Responsibilities included relationship with State Legislature, represented the Executive Branch in IT public policy issues. Administered State CIO Council, developed and implemented first Enterprise IT Governance policy for the State of Oregon.

As part of an agile leadership team, I build this internet subsidiary of a publicly traded Competitive Local Exchange Carrier (CLEC) during the wild west days of Internet and telecom deregulation.
