Involved in all program management activities – RFP’s, negotiations, contract reviews/execution, RFQ’s, schedules, site monitoring and systems implementation. Managing and collaborating with owners, vendors, contractors, factory/suppliers (electrical and lighting) and subcontractors on initiation and completion of projects. Managing and working on projects with – financial, budget, project documents and communication, and safety protocol.

Senior Engineering Manager, member of the Bureau's Executive team. Responsible for several engineering divisions with programs and projects ranging from design/construction to energy efficiency, testing and evaluation. Specific responsibilities included: Managed the City's LED Roadway Lighting Conversion Program, Developed policy for Bureau's design and construction procedures, Administered Bid and Award of projects; Headed the Bureau's research and development (testing and evaluation) in the areas of new lighting technologies, solar energy and remote monitoring systems; represented the City at the Solid State Lighting Municipal Consortium, IES, ANSI/NEMA C136, and on other local, regional and federal government committees.

Greater Los Angeles Area

* Fully responsible for daily activities of the City's LED Roadway Conversion Program (convert 140,000 streetlights to LED in a 4-year program with remote monitoring devises), this included: Planning/Liaison, Scheduling, Design Approval, Specifications and Reports, Material Testing/Approval/Purchasing, Construction Management and Real-Time As-Build.* Responsible for the Bureau's Research and Development of new lighting technologies and solar lighting and power generation. Develop test procedures for electrical, solar and lighting technologies, including specifications, matrix and benchmarking, monitoring and management of pilot test installations.* Represented the City at ANSI/NEMA C136 Committee in the preparation of roadway lighting standards.

Greater Los Angeles Area

* Responsible for testing and evaluation of electrical equipment for roadway lighting, Quality Control (QC) of all equipment installed by contractors.* Responsible for all work related to Engineering Agreements, Technical Documentation and Design-Construction/Projects Management.* Responsible for all work for Assessments and Proposition 218.* Responsible for: Budget preparation, On-Campus recruitment and hiring.* Represented the City at IESNA and ANSI/NEMA C136 Committee in the preparation of roadway lighting standards.* Managed and represented the City of LA in transit programs with Metro, Caltrans and other Agencies.

Greater Los Angeles Area

* Responsible for managing engineering programs and projects related to: Electrical systems for street/bridge improvements, traffic signal work and streetscape projects.* Managed engineering projects in coordination with CALTRANS projects, County Projects, and other government agencies.* Managed engineering projects in coordination with design/construction of METRO Transit projects (Design/Bid/Build and Design/Build methods) - Blue Line, Red Line, Gold Line to Pasadena, Orange Line, and Gold Line Eastside Extension.* Managed the design and construction of all lighting improvements for the Alameda Corridor.* Experience as "Expert Witness" in the field of roadway lighting.
