Risk is inherent in every project or program. As a Naval Surface Warfare Officer who retired into management of Department of Defense programs, Mr. O’Rourke has participated on over 300 risk assessments for cutting-edge management information systems, weapons, C4I, telecommunications and more. These assessments provide the foundation for Pro-Concepts ISO 9001:2008 based Risk Assessment Program. He realized that automating the risk mitigation process would allow program managers and financial controllers to more quickly identify critical internal and external risks which could negatively impact program cost and schedule. Mr. O’Rourke developed Risk Radar®, an affordable, easy to use software application used to identify, classify, prioritize, cost, and schedule technical and performance work elements and their associated risk points. Risk Radar Products are currently being used by government and commercial customers worldwide in industries that include shipbuilding, healthcare, telecommunications, aerospace, power utility industry and more. Clients who are actively utilizing the tool include L3 Communications, IBM, BAE Systems, Harris Corporation, Thales Rail Systems, State Government, Federal Sponsored Laboratories, the U.S. Army, and U.S. Navy. Risk Radar® supports PMI, IEEE, ISO, SEI CMMI, and DoD DAU risk management methods.During his 21 year Naval Officer career, Mr. O’Rourke achieved awards for leadership, management and technical achievements. Mr.. O'Rourke served in such high visibility positions as an Afloat Executive Officer for a Major Amphibious Command and Battle Group Staff and Plans Officer. As Systems Operations and Maintenance Officer, he was responsible for around the clock operations and maintenance of the Program Generation Center and 14 Naval Tactical Data Systems (NTDS) units. Mr. O'Rourke completed his naval career serving at United States Navy Operational Test and Force heading up the Software Evaluation Department.
