As Vice President/Executive Director of Federal Civilian Market, Mr. O’Rourke provided executive leadership and guidance to senior management personnel who were responsible for the pursuit, capture and execution of corporate strategic goals and objectives across the Federal Civilian market areas. He managed a contract portfolio valued greater than $75 million in Federal and commercial contracts. Mr. O’Rourke formulated a Sector Business Plan to exceed corporate revenue and profit goals. During his 21 year Naval Officer career, Mr. O’Rourke achieved awards for leadership, management and technical achievements. Mr.. O'Rourke served in such high visibility positions as an Afloat Executive Officer for a Major Amphibious Command and Battle Group Staff and Plans Officer. He was responsible for the operations and maintenance of the Program Generation Center and 14 Naval Tactical data Systems (NTDS) laboratories that operated around-the-clock and during his tenure increased operational readiness to 98%. He was responsible for all installations (CEC, BFTT, JTIDS, Surface radars) and upgrades of electronic communication, combat direction systems, and various LANs and WANs supporting both activities with budget responsibilities in excess of $5.5 million yearly. Mr. O'Rourke completed his naval career serving at United States Navy Operational Test and Force heading up the Software Evaluation Department.
