Mr. Francis was the COO of SALT Wireless from April 2019 to May 2021. As Chief Operations Officer he was responsible for the overall operations of SALT Wireless Ltd. His chief responsibility was the roll out of the Island Wide Wireless Project to facilitate SALT’s Smart Island Initiative. He was responsible for managing the deliverable and ensuring that the project was kept on time and on budget. In October of 2020, Mr Francis was also tasked with the COO role for the sister company SALT Technology Group, with mirroring responsibilities as SALT Wireless. Mr. Francis has over 25 years of experience in information systems, information technologies and operations. Over the course of his career, he has held several leadership positions working as a Global Director-Operations, CEO, IT Director, IT Manager and an IT Lead Consultant. Mr. Francis owned and operated a successful Information Technology Consulting business for 12 years from 2000 to 2012. Prior to SALT, Mr. Francis was with the Maritime Authority of the Cayman Islands (MACI) from 2012-2019 as their Global Director, Operations and held overall responsibility for the management and maintenance of all MACI’s IT systems and networks, all records and information management including Freedom of Information (FOI), Finance and Reporting and Corporate Communications. Mr. Francis holds a BBA in Accounting from Howard University, Washington, DC and a MSc in Management Information Systems from University of the West Indies, Mona, Jamaica.
