Oscar has more than 30 years of highway and bridges design/ roadway construction/ construction management/ scheduling experience and structural design. Highway design experience includes horizontal alignment and vertical profile design, also hydraulic design, signing and pavement markings, traffic control plan development, engineering and construction cost estimate and scheduling. For the last 10 years working primarily on design build projects as Engineer of Record for roadway, retaining walls and traffic control design tasks. Also Strong Experience in preparing Plans, Specifications and Estimates (PS&E) for the Texas Department of Transportation (TxDOT). His experience includes eight years in highway and bridges construction, as a Project Engineer and later as a Project Superintendent.
