Oscar Romero is the Chief Information Officer (CIO) of the NYC Civic Engagement Commission. His work focuses on leveraging technology, innovation, and global partnerships to increase participatory democracy, and address urban inequality challenges across low income and underrepresented communities in New York City.Oscar leads Diversity in Tech NYC, an annual event to discuss key challenges to improve diversity in the tech industry. As a NYC public servant, he has served in multiple emergency response task-forces on topics such as: preventing tenant harassment; preventing child abuse online during the Covid-19 pandemic, and providing mental health services for newly arrived Ukrainian refugees. He oversaw the design of multiple global innovation partnerships to address urban development challenges in the US, Europe, and Latin America: ranging from urban inequality issues on forced displacement, violence prevention in public spaces, housing rights protection and access to critical infrastructure to economic & social development issues such as tech workforce development, access to STEAM education, and access to mental health services.Oscar is a Visiting Practitioner Fellow and lecturer at Cornell Tech, holds a M.A. in International Affairs from The New School, a B.S. in International Studies from the University of Guadalajara, and a Computer and Information Science Technologist Degree from Center for Industrial Technical Education. Prior to becoming the youngest CIO across NYC government agencies, Oscar worked for The NYC Office of Technology and Innovation, and The New School’s Digital Equity Laboratory where he researched the inequality created by the architecture of the telecommunications infrastructure networks both in the context of the US and across the Americas.

In its inaugural year, The People's Money became the second largest PB process in the world by ballots casted surpassed only by Mexico City.Outcomes: 82 community based organizations hired to host 523 sessions over the fall of 2022. Engaged with 12,344 New Yorkers in 12 languages and collected 4,139 ideas. Then our outreach led to 208,344 ballots casted in paper and digital. 29% of ballots (61,787) casted in a language other than English which finally determined the selection of 46 initiatives.Digital Service Design: Build a team of developers and designers in a non-technical government agency to design, implement, and maintain www.participate.nyc.gov, the NYC instance of Decidim, an open source platform to support participatory budgeting processes. In a year the technical improvements resulted in a 10X increase in votes from 29,000 votes from "It's Our Money" a PB Process focused on the NYC 33 neighborhoods hardest-hit by Covid-19.Vendor Management: Create and manage RFPs for technical vendors to provide development services, Cybersecurity and cloud services, infrastructure management as well as graphic, UX and UI design.Impact Assessment for 5 million USD Grants: Designed the Monitoring and Evaluation frameworks, contracts, and strategy to support 46 grantees implement projects in diverse topics: Mental Health (9), Education (7), Food Insecurity (4), Health (3), Housing Assistance (3), Parent Education (2),Violence Prevention (2), Immigrant Rights (1), Sanitation (1), Intergenerational (1).Strategic Partnerships Management: Create partnerships with national and international cities, state governments, entrepreneurs, business incubators, universities and foundations to advance research,co-create initiatives, and ultimately support the Civic Engagement Commissions participatorydemocracy initiatives. -

Wrote an 83-page report with recommendations for the NYC government on how to protect citizen’s privacy. Documentary Co-ProducerIndependent May 2017 - Sep 2017The New School International Field Program, Cinema Nosso, a non-profit focused on Film making and social justice based in Rio de Janeiro, and the Federal University of Rio de Janeiro supported my team to film a documentary on homelessness and public spaces in Rio de Janeiro.Under the direction of PhD Peter Lucas, we researched the exclusionary dynamics of public spaces in downtown Rio de Janeiro and analyzed the case of Campo de Santana, a traditional park famous for its insecurity. We filmed 57 interviews of people that depend on the park in different capacities: vendors, sex-workers, drug dealers, social workers, homeless people, government officials and visitors. The final deliverable is the documentary Campo de Santana: Paradise in the middle of chaos, which is currently in Post-production. Roles: I participated in all aspects of the preproduction, filming, and postproduction of the film. Activities included concept development, Institutional networking, logistics, camera and sound equipment operation, fundraising and media editing using Adobe After Effects, Premiere, Audition and Adobe Illustrator.We obtain a filming permit granted by the city of Rio de Janeiro allowing us to go to the field for 10 days and received support in kind to film with drones and 360 cameras.
