Co-design of NYC Participatory Budgeting Process: We launched The People’s Money, the first Citywide Participatory Budgeting Process in NYC. In its inaugural year, The People's Money became the second largest PB process in the world by ballots casted surpassed only by Mexico City.Outcomes: 82 community based organizations hired to host 523 sessions over the fall of 2022. Engaged with 12,344 New Yorkers in 12 languages and collected 4,139 ideas. Then our outreach led to 208,344 ballots casted in paper and digital. 29% of ballots (61,787) casted in a language other than English which finally determined the selection of 46 initiatives.Digital Service Design: Build a team of developers and designers in a non-technical government agency to design, implement, and maintain www.participate.nyc.gov, the NYC instance of Decidim, an open source platform to support participatory budgeting processes. In a year the technical improvements resulted in a 10X increase in votes from 29,000 votes from "It's Our Money" a PB Process focused on the NYC 33 neighborhoods hardest-hit by Covid-19.Vendor Management: Create and manage RFPs for technical vendors to provide development services, Cybersecurity and cloud services, infrastructure management as well as graphic, UX and UI design.Impact Assessment for 5 million USD Grants: Designed the Monitoring and Evaluation frameworks, contracts, and strategy to support 46 grantees implement projects in diverse topics: Mental Health (9), Education (7), Food Insecurity (4), Health (3), Housing Assistance (3), Parent Education (2),Violence Prevention (2), Immigrant Rights (1), Sanitation (1), Intergenerational (1).Strategic Partnerships Management: Create partnerships with national and international cities, state governments, entrepreneurs, business incubators, universities and foundations to advance research,co-create initiatives, and ultimately support the Civic Engagement Commissions participatorydemocracy initiatives.

International Cooperation Management: Design of international cooperation frameworks and MoUs with national and international cities, state governments, entrepreneurs, business incubators, universities and foundations to finance and manage initiatives, to share best practices, and to research digital equity, open innovation, civic engagement, and inclusive/people-led urban technology strategies.Protecting Children Online Covid-19 Taskforce: During the Covid-19 pandemic the cases of child abuse online doubled, I convene the City Leadership to identify key challenges in the context of NYC and to submit policy recommendations to the DeBlasio administration.Resources for Undocumented Immigrants during Covid-19: Worked with the NYC Comptroller’s office to compile resources for undocumented immigrants and distributed them in partnership with City Council members.Mental Health Services for Ukrainian Refugees: Created a taskforce to identify mental health services for people displaced in the context of war. Worked with city agencies to align emergency response efforts and provide mental health services to newly arrived Ukrainian refugees.Youth Education Programs: Designed, and executed a gov-led request for proposals to create tech education program for youth in low income communities. Successfully fundraised and launched two workforce development programs:- Cyber Security and Networking: To increase representation of Latinx youth in the tech industry, we created a tuition-free program to achieve entry-level jobs in IT, networking, and application security positions in both on-premise and cloud environments. 40+ graduates were position in paid internships.- Multimedia Storytelling: To create opportunities for justice impacted youth in public housing in Brownsville, BK, we created a tuition-free program to learn, video editing, film-making, VR & AR. 63 students graduated a computer lab was founded at the Brownsville Community Justice Center."

Direction of the NYCx inclusive innovation portfolio: Oversaw the design, management, implementation and evaluation of the NYCx Co-labs program, which includes six multi-stakeholder partnerships on the following subject areas: Waste management; Safety at night in public spaces; Mental health access for Latinx youth; Tenant protection and harassment prevention; Cybersecurity workforce development program for youth; and Multimedia storytelling workforce development program for youth.Each multi stakeholder partnership was tasked to improve the service delivery of city services in vulnerable communities across NYC on issues that were identified by community members through participatory research and design engagements. Each partnership generated an open innovation challenge (NYCx Challenge) to present local challenges in global frameworks and leverage best practices from all over the world. Outcomes (to date): - Provided 30+ capacity building sessions for government agencies on how to leverage Information and Communication Technologies to improve their services. - Increase funding of inclusive innovation initiatives by 10X in one year.- For every public US dollar invested the program, we leveraged 2.5 private dollars to support programming. - Developed cooperation frameworks to work with municipal governments nationally and internationally.- Provided multimedia and storytelling training for 56 youth in vulnerable communities. - Tripled number of active NYCx Co-Lab sites in one year.

Partnerships Management: Designed and managed partnerships focused on inclusive innovation between The NYC Mayor's Office of the Chief Technology Officer, incubators, universities, foundations, nonprofits and research centers to improve city services and programs for vulnerable populations. Urban Tech Pilot Implementation: Worked with City agencies to implement technology pilots in real world environments, including developing implementation work plans, budgets, and data collection protocols.Program M&E: Create Logical Frameworks and evaluation protocols in partnership with community-based and city agency teams to assess the success of technology pilots, and determine scaling opportunities.Curriculum Design: Designed the content of the NYCx Co-Labs workshops on civic technology, urban technology and innovation to build the capacity of multi-sector community based organizations in high-need, high-opportunity neighborhoods in New York City.Participatory Development: Worked with Community Based Organizations (CBOs) to create locally rooted Community Technology Advisory Boards. Co-designed research strategies with community partners to identify and research community priorities. Co-designed Open Innovation Challenges (NYCx Challenges) to bring innovative solutions to pressing local urban challenges in NYC.

Needs assessment in Brooklyn and Manhattan: Undertook field research in Brownsville, Inwood and Washington Heights to identify community needs in partnership with local community boards. Research included interviews, focus groups, co-design problem identification workshops, and community events. Two reports were produced that lead to nine government agencies partnering on urban development pilots.Designed Academic Partnership: Designed partnerships with The City College of New York , New York University, and The New School to work with graduate students and scale up the NYCx Co-Labs Fellows program.

Industry analysis: Evaluated the practices regarding data management and privacy protection of the major Internet Service Providers and Mobile Carriers in NYC. Wrote an 83-page report with recommendations for the NYC government on how to protect citizen’s privacy. Provided comparative case studies of regulations designed by city governments across the US and Europe. The report will be published shortly. Impact evaluation of IT public policy in NYC: Researched and designed strategies to increase the social value of NYC’s Wireless Corridors—a network of public wi-fi access points developed by the NYC government for residents of public housing in Queensbridge and Red Hook. Field research: Produced and administered interviews with government agencies, community based organizations, and young beneficiaries from employment led IT training programs. Organized and facilitated focus groups. Presented findings to Wireless Corridors’ stakeholders. Curriculum design: Researched the discrimination dynamics embedded in the development of the internet and broadband infrastructure in the US. Delivered an annotated bibliography with 86 sources on topics such as net neutrality, cyber geopolitics, the digital divide, big data, data sovereignty, smart cities, and artificial intelligence. Delivered a syllabus proposal, which is currently a course at The New School.

Impact evaluation: Designed a logical framework to monitor and evaluate the impact and outcomes of all programs executed by the Artists Forum. Developed indicators and assessment tools (questionnaires, surveys and databases) for music competitions, The Artists Forum Festival of the Moving Image, training programs and AF magazine. Engaged with Board of Directors, city-wide coalitions, university partners, and program beneficiaries.

The New School International Field Program, Cinema Nosso, a non-profit focused on Film making and social justice based in Rio de Janeiro, and the Federal University of Rio de Janeiro supported my team to film a documentary on homelessness and public spaces in Rio de Janeiro.Under the direction of PhD Peter Lucas, we researched the exclusionary dynamics of public spaces in downtown Rio de Janeiro and analyzed the case of Campo de Santana, a traditional park famous for its insecurity. We filmed 57 interviews of people that depend on the park in different capacities: vendors, sex-workers, drug dealers, social workers, homeless people, government officials and visitors. The final deliverable is the documentary Campo de Santana: Paradise in the middle of chaos, which is currently in Post-production. Roles: I participated in all aspects of the preproduction, filming, and postproduction of the film. Activities included concept development, Institutional networking, logistics, camera and sound equipment operation, fundraising and media editing using Adobe After Effects, Premiere, Audition and Adobe Illustrator.We obtain a filming permit granted by the city of Rio de Janeiro allowing us to go to the field for 10 days and received support in kind to film with drones and 360 cameras.

South-South Cooperation (SSC) policy design: Researched the strategies of International Cooperation agencies of countries from the Global South regarding six key topics for SSC: legal and institutional frameworks, institutional management and coordination mechanisms, project management, human resources management, and communication strategies. Produced informative materials (briefing memos, presentations, talking points and executive summaries) on development programs and cooperation strategies of countries from the global south in Spanish, English and Portuguese. Project analyst: Analysed high-level intergovernmental capacity building programs to produce policy reports. Facilitated intergovernmental technical cooperation. Identified and reported best practices for the management of triangular cooperation development projects.High-level events logistics: Provided assistance on high-level International events, roundtables, conferences and focus groups.

International Agenda development: Researched International Higher Education Systems as well as the socio-economical context of key regions and countries in the Americas and Europe. Developed and negotiated partnerships with government agencies, research networks, NGOs, enterprises and universities to fund and promote international exchange programs for a community of 120,298 students. Cultural Diplomacy: Created, developed and maintained networks with governments, and international institutions through cultural projects. ICTs development adviser: Advised the secretariat on how to take advantage of software and mapping technologies. Evaluated the website‘s content and design. Developed dynamic and multimedia content.

Research on Cybergeopolitics: Developed bachelor’s thesis “The Internet as a space for international politics in the XXI century: Access, sovereignty, power and resistance: the case of the USA and Brazil”. Teacher assistant: Taught lectures on Internet geopolitics at the department of International Studies at the University of Guadalajara and supported senior researchers. International event manager: Managed the logistics for the conferences and seminars and outreach campaigns. Editorial work manager: Coordinated a team of four interns to edit, correct and verify articles in English, Spanish and Portuguese submitted for the yearly publications of the Network (+50 researchers from 12 Universities in the Americas and Europe). Increased efficiency by 150% successfully overcoming systematic delays with the yearly publications.

Field research for cultural events: Collected information and wrote a report on venues, theatres, exhibition rooms, plazas, and other cultural centres in the city of Guadalajara. Provided analysis and recommendations for the participation of Argentina in the International Book Fair of Guadalajara 2014. Event Manager: Managed photographers and journalists to cover the event. Provided support for the management of musical events. Managed general logistics of museum pieces of art, rare books and other items of value.

IT public policy planning: Contributed to development and management of several ICT4D interventions on women empowerment, open data platforms and civil engagement. Evaluated the six years’ plan for the digital agenda of the State of Jalisco (2013-2019). Provided support for high level events logistics. Management of international commercial missions: Presented the assets and advantages of the State of Jalisco to potential investors in the IT sector.

Alemex is an enterprise that develops car lights from the plastic injection mold to the PCB design. Product Line Manager: oversaw the electronic assembly line. Coordinated four technicians and one general assistant. Managed the development of 60 new products, programmed microcontrollers, designed PCBs. Reduced production costs by 20% and increased productivity by 40% with the introduction of CNC machines. R&D Program Coordinator: Developed business plan proposals to achieve international quality standards. Worked with the American Chamber and the Mexican government to identify possible markets for Alemex’s products in the US and Costa Rica. Note: I kept offering consulting services on a weekly basis from June 2014 - June 2015.

Research on Latin American Integration: Researched Latin American social movements and regional political and economic integration blocks. Produced reports, annotated bibliographies and briefing memos. Provided assistance on general logistics for academic conferences. Outreach development for academic publications: Developed outreach campaign and launched the research magazine of the Department of Latin American Studies of the University of Guadalajara. Developed outreach campaign for the Department of Social Movements Studies.

Field research for cultural events: Collected information and wrote a report on venues, theaters, exhibition rooms, plazas, and other cultural centers in the city of Guadalajara. Provided analysis and recommendations for the participation of Argentina in the International Book Fair of Guadalajara 2014

International Parternships: participated in the design of projects for students, staff and academics to travel and research abroad. Assisted the legal office with the follow up and review of several Memoranda of Understanding. Reached out to potential partners and participated in negotiations with other universities to create impact evaluation frameworks for international cooperation. Scholarships database design: designed a database of International Scholarships and funding for UNLa’s 17,500 students.
