• Responsible for translating the needs of customers and business partners into detailed requirements which can be used by developers and test personnel.• Involved in all aspects of the requirements definition process including documentation of user interfaces and support systems.• Maintain working relationships and communications with business partners and customers in assigned areas to participate in the gathering and fulfillment of information and system needs.• Act independently or as a member of a project team to provide analytical support and consulting on projects to ensure system and business requirements are clearly documented and understood during design and development phases.• Ensure that business objectives are translated and documented into functional requirements in such a way that the specifications are detailed, accurate and sufficient to be passed on to the applications development personnel for execution.• Ensure compliance with Corporate and IS policies, procedures, standards, and methodologies for assigned projects.• Maintain familiarity with Toro’s overall technical architecture and current with changes and advances in Information Technology as well as the user environment.• Keep all systems and process documentation current at all times.• Assist in quality assurance, defining testing strategy and risk identification. Leads the identification, design, and implementation of assigned projects and recruitment process improvements and/or enhancements. Develops plans for testing, training and implementation. Monitors and reports progress using appropriate communication methods for internal and external audiences.• Develops expertise on the recruiting business process as the primary assigned business area. Creates artifacts to document and diagram “As Is” and “To Be” processes and data flows for the purpose of understanding and improving existing business processes.• Acts as a liaison and technical resource between management, staff and information systems to define and communicate standards of operational policy, plans, customer service or financial/performance reporting.• Leads testing, training, and implementation of business processes and/or applications.• Manages system administration tasks and issue intake management.• Effectively communicates to management team and makes recommendations to improve productivity, performance and operating cost.• Communicates effectively with senior management, key leadership, business peers, IT peers and vendors.• Manages Third Party Risk process for enterprise recruitment applications and ensure ongoing management activities are completed on time.• Defines, authors and ensures effectiveness of audit controls for HR Shared Services.• Leads efforts related to data collection, investigation and response to litigation and audit requests.• Develops communication tools and creates a high level of awareness of policies, plans, and procedures to ensure project success.• Formulates proposals for new systems and information needs by analyzing existing systems and procedures and defining recommended technical and procedural improvements.

• Research and define customer’s business and system requirements • Complete analysis, identify and document high level and/or detailed business and system requirements and business or data rules for the Minnesota Judicial Branch and their customers and/or business partners.• Perform analysis, conduct project definitions; employing focus groups; facilitating meetings; conducting site visits and observation; conducting interviews with court staff, administrative staff, business partners; consulting staff, research and create appropriate documents for Request for Proposals.• Research and develop processes • Identify and create system development lifecycle processes based on need; guide staff with new processes.• Produce business/functional specifications, including: “as-is” and “to-be” process models, data flow diagrams, business use cases, information models & documentation of reporting needs. • Present work products to business stakeholders and technical staff for approval and validation.• Write detailed specifications that can be used by development staff for systems development processes required to create or modify systems and procedures used by the employees of the Minnesota Judicial Branch and their customers.• Assist with the design, implementation and coordinate the execution of test procedures and test plans to ensure that functionality adheres to specifications, performs accurately and efficiently and produces results that meet the needs of our customers. This includes development of test plans, creation of test cases and test data, communication with development staff and vendors as necessary and oversight of the testing execution and any follow-up activities and re-testing that might be required.
